AND PLANNING PURPOSES ONLY.

NO FORMAL SOLICITATION FOR THIS WORK EXISTS AT THIS TIME

The Bureau of Reclamation (Reclamation), Upper Colorado Basin Region, has a requirement for a Two-Phase Design-Build project to provide upgrades to site source water (SW), potable water (PW) and concentrate water (CW) piping and flow measurement infrastructure at the Brackish Groundwater National Desalination Research Facility. Based upon responses to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 237110 Water and Sewer Line and Related Structures Construction, and the related small business size standard is $45.0 million. Product Service Code (PSC) is C1NE Architect and Engineer-Construction: Water Supply Facilities. This notice is not a request for proposals/quotations and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.

Background

Reclamation was created in 1902 to develop water projects that would store and transport water to the arid lands of the Western United States. Reclamation now spans 17 western states, divided into 5 regions. Within the Upper Colorado Basin Region, the Albuquerque Area Office (AAO) is one of the largest in Reclamation, reaching from the Alamosa area of southern Colorado through most of New Mexico and into west Texas. The AAO manages water delivery on the Rio Grande, Rio Chama, Pecos and Canadian rivers.

The 2001 Desalination Act, directed Reclamation, in cooperation with Sandia National Laboratories, to plan for a desalination research and development facility in the Tularosa Basin of New Mexico. The facility is called the Brackish Groundwater National Research and Development Facility (BGNDRF). The Research Facility is integrated into Reclamation's existing desalination research and development program. It fills a unique role and draws upon the expertise and research activities already established.

BGNDRF is proposing to upgrade the existing source water, potable water, and concentrate water piping and flow measurement infrastructure of the outdoor test area known as Pad 10. The project will design, then construct new piping to support three supply and waste manifolds and provide a new piping system for a future supply tank.

Reclamation seeks contractor services to provide Design-Build services at BGNDRF located at 500 Lavelle Road in Alamogordo, New Mexico in Otero County.

Objective

The project is to be designed and constructed in two phases, using a traditional design-build delivery method. In this contract, traditional design-build refers to construction delivery method that provides owners with a single point of contact for both the design and construction phases of a project.

Design Phase: Collect design data and investigations as needed, prepare designs for all required project infrastructure targeted to the stipulated construction budget, and develop a final price proposal, targeted to the project budget, in consultation with Reclamation and Project stakeholders to complete designs, specifications and construct the yard piping and flow measurement upgrade.

Construction Phase: Complete construction tasks, including yard piping and flow measurement upgrades, four (4) magnetic flow meters in the CW vault, install new conduit from all new flow meter locations to the existing plant SCADA system, temperature-controlled heat trace and insulation for all pressure piping, and all testing, training, and commissioning.

Project shall provide upgrades to site source water, potable water, and concentrate water piping and flow measurement infrastructure.

Design and construct the following:

1. Yard piping and flow measurement upgrades:

a. Buried and above grade piping infrastructure (SW 4) from Point A (future Source Water Storage Tank 4 (SWST4) and Source Water Booster Station 4 (SWBS4) location) with branches to the Research Facility Building (Point B) and the TP10 Flow Measurement Vault (Point C).

b. TP10 Flow Measurement Vault (Point C) installation including below grade vault, access hatch(es), magnetic flow meters, power and controls, valves, piping, and accessories.

c. Buried piping infrastructure for SW 4 from the TP10 Flow Measurement Vault (Point C) to the SW Vault (Point D) for interconnection with the existing 2” SW piping and branch to the TP7, TP8, and TP9 SW4 Manifolds (Point F, Point G, Point H, respectively).

d. Removal of the existing partially buried TP10 manifold, which contains existing piping from SWST1 (SW 1), SWST2 (SW 2), SWST3 (SW 3), and PW source, and rerouting buried piping to the TP10 Flow Measurement Vault (Point C).

e. Buried piping for SW 1, SW 2, SW 3, SW 4, and PW from TP10 Flow Measurement Vault (Point C) to three above grade piping manifolds at TP10 (Point E).

f. Three TP10 Piping Manifolds (Point E) that each provide above grade connection to SW 1, SW 2, SW 3, SW 4, PW sources and a connection to CW pressure drain piping.

g. Separate pressure CW drain piping (three pipelines) from each of the three TP10 manifolds (Point E) to the CW Vault (Point L). The pressure drain piping shall be buried between the TP10 manifolds and the CW Vault.

h. A valving manifold within the CW Vault (Point L) which allows any of the three TP10 Piping Manifolds to deliver CW water to any of the three Evaporation Ponds (Point M, Point N, or Point O) or the Halophyte Research Area (Point P).

i. TP7 Valve Vault Installation and Valve Replacement including removal of three existing valve covers and replacement with the below grade TP7 Valve Vault and replacement of the three existing valves and accessories.

j. TP8 Valve Vault Installation and Valve Replacement including removal of three existing valve covers and replacement with the below grade TP8 Valve Vault and replacement of the three existing valves and accessories.

k. TP9 Valve Vault Installation and Valve Replacement including removal of three existing valve covers and replacement with the below grade TP9 Valve Vault and replacement of the three existing valves and accessories.

2. Four (4) magnetic flow meters in the CW Vault which measure instantaneous and total CW flow to the three Evaporation Ponds (Point M, Point N, or Point O) and the Halophyte Research Area (Point P). The flow meters shall provide local readout and remote readout to the existing plant SCADA system. Electrical power to flow meters and heat trace, including duct bank and conduit.

3. The contractor will install new conduit from all new flow meter locations to the existing plant SCADA system. Controls cabling from flow meters to interface with existing SCADA system. The Contractor will be responsible for installing and terminating controls cabling through new terminal blocks to the existing SCADA PLC within the existing Research Facility building. The contractor will also be responsible for providing surge/transient suppression on these new cables.

The Owner will be responsible for programming the new signals into the existing SCADA system.

4. Temperature controlled heat trace and insulation for all pressure piping above frostline and as required for below grade or vaulted infrastructure.

5. Testing, training, and commissioning.

Reclamation’s objectives for delivery of the project are described as follow:

Successful Implementation: In proceeding with a design-build procurement, Reclamation is committed to working in close collaboration with the Designer-Builder during the design phase to develop the project design to best achieve project objectives within available project budget.

Quality: The project shall provide upgrades to the site SW, PW, and CW piping and flow measurement infrastructure that meets the specified design criteria and physical criteria for the BGNDRF performance and capabilities.

Life-Cycle Cost: The total estimated budget for design and construction activities covered under this contract is expected to range between $500,000.00 and $1.0 million.

Reclamation’s objectives include minimizing life-cycle costs.

Schedule: Achieve the scheduled completion date of June 2026 for substantial completion of construction.

Risk: Achieve an optimal balance of risk allocation between Reclamation and the Designer-Builder.

Safety: Implement an effective safety program incorporating best industry practices that meets or exceeds all relevant Occupational Safety and Health Administration (OSHA) and Reclamation health and safety standards.
