Fontenelle Station Battery Charger Specification REQUIREMENT: The Bureau of Reclamation, Flaming Gorge Field Division has a requirement to procure chargers for the Fontenelle Power Plant station battery systems.
PART 1 BACKGROUND
1.1 DESCRIPTION
The existing station battery system has two load sharing battery chargers operated in parallel on float charge. Each charger is capable of operating stand-alone. The chargers have proven to be unreliable and require replacement. This battery system provides the backup power to the power plant protection systems, power plant emergency lighting, and backup power for power plant communications.
1.2 SCOPE
A. Provide replacement chargers for the two battery chargers, connected in parallel, capable of load sharing. One system charger must continue to operate without interruption or failure in the event its counterpart fails. Each charger must be capable of operating in a stand-alone mode, no load sharing, one charger “Off” one charger “On”.
Part 2 REQUIREMENT
1.1 New Battery Charger Characteristics
A. Battery Charger shall be must meet the following characteristics:
Quantity:
2 each
Type:
Must be compatible with vented lead acid type batteries.
AC Input Voltage:
480 VAC/3 Phase/60 Hertz
AC Input Circuit Breaker:
Charger shall have properly sized, UL listed, AC input breaker.
DC Output Current:
Range of 20-25 amps
DC Output Circuit Breaker:
Charger shall have properly sized, UL Listed, DC rated output breaker.
DC Output Voltage:
Float – 130 Vdc Nominal, Adjustable 127-138 Vdc
Equalize – Adjustable 135-144
Load Sharing:
Must be capable of load sharing operation. Single charger must continue to operate, “stand-alone”, without interruption or failure if it’s counterpart fails or is turned off, even with load sharing wiring connected.
Efficiency:
80% and a 0.85 power factor or better at full load
DC Voltage Regulation:
+/- 0.5% of setting from no load to full load
Protection:
Provide reverse polarity protection
Current Limiting:
Adjustable from 50%-115% of rated output
Filtering:
Output ripple shall be 100mV RMS or less
Temperature Compensation:
Charger shall include external temperature probe. Charger shall incorporate external temperature to determine best charging output.
Controller:
Charger shall have a controller with display that provides charger information for maintenance, calibration and monitoring. Also provide digital adjustments for charger output (no potentiometers), alarms and communication settings. Shall include configurable alarm system for alarm thresholds, delays, and contact operations (latching/non-latching)
Ventilation
Convection Cooled only, no fans
Other Options/Accessories:
Charger shall include heat shrink wire markers and electrical schematic.
