SOURCES SOUGHT SYNOPSIS FOR THE GREAT SALT LAKE BASIN STUDY MODELING
The U.S. Bureau of Reclamation, Upper Colorado Basin in collaboration with the Provo Area Office is conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10 to identify potential offerors to provide modeling consultation. The consultant shall coordinate closely with the Project Team to develop 1 specific flooding scenario to be analyzed using the GSLB-PM. This scenario will run for only 1 water year and will assume a very high snowpack and quick temperature rise in the basin. ting services for the Great Salt Lake Basin Study. This determination includes availability, capability and small business status to support the project.
THIS IS NOT A REQUEST FOR PROPOSALS, QUOTE, OR AN INVITATION FOR BIDS and does not constitute any commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this notice. All interested sources must respond to future solicitation announcements separately from responses to the sources sought notice. The information obtained may be used for the future solicitation and all interested parties must respond to future solicitation announcement separately.
PRINCIPAL COMPONENTS OF THE REQUIREMENT:
The following are the principal components of the work necessary to complete the project. Items 1 through 4 will be included in the initial award. Items 5 through 13 are option items and may be subsequently awarded:
1. Model Inventory/Review of Government Furnished Information:
The consultant shall inventory the existing models. The intent of the basin study is to not duplicate or recreate models, planning tools or studies assessing water resources in the GSL basin. Existing studies, tools, and models should be incorporated into the basin study and development of the GSLB-PM whenever possible.
2. Create the GSLB-PM:
The river system component of the GSLB-PM will be created in RiverWare and will represent major surface water diversions, groundwater extractions, reservoir operations and water accounts, as necessary, within the GSL Basin. The GSLB-PM will be the tool used for long-term basin planning and is anticipated to be refined, adapted and applied well into the future after the completion of this study.
3. Meetings:
The consultant will be required to participate in various meetings throughout the completion of the project. As a basis for bid the consultant shall assume participation and development of materials/presentations as appropriate for the following meetings throughout the anticipated 3-year project timeline.
4. Reviews:
The writing, models, maps and work in each technical memorandum produced by the consultant will be reviewed as part of the attached technical sufficiency review plan. All comments by Project Team and the identified technical teams on work performed by the consultant shall be addressed.
As a member of the Project Team the consultant shall review each technical memorandum produced during the basin study.
The consultant shall provide model deliverables for review by the Project Team.
5. Set up the future conditions GSLB-PM (Option):
a. The future simulation period may be 2025-2099 but is subject to change based on the consultant’s recommendations, data availability and project needs.
b. The consultant shall modify the Baseline, existing conditions model to simulate alternative infrastructure, water users, policies, operations and accounting using future climate, hydrology and water demands.
c. The Project Team will provide the simulated dataset
d. The consultant will work with the Project Team to process, format and configure the hydrology’s and water demands derived from the future GCM simulations
e. Formal review by the Project Team will occur when the Future Conditions model is complete. Changes requested by the Project Team will be made by the consultant.
6. Develop a centralized database and associated infrastructure (Option):
If this option is not used the consultant shall assume that Microsoft Excel is used as the data management interface for the GSLB-PM. In this optional task the consultant shall assist the Project Team in consultation, design and development of data centralization, including database formatting, schematization, digital infrastructure, and digital workflows to integrate the various models, tools, and data. The database(s) will store all model data related to this project.
7. Water Demand modelling (Option):
If this option is not used the consultant shall assume that the development of the water demand models with their associated input data, parameters and output data are furnished by the Project Team. In this optional task the consultant shall support the development of, or modifications to, existing water demand models to meet the needs and objectives of the GSLB-PM.
8. Develop groundwater objects (Option):
If this option is not used the consultant shall assume that the development and generation of the groundwater storage objects and aquifers will be provided by the USGS for the GSLB-PM. In this optional task the consultant shall develop the framework for representing groundwater interactions in the GSLB-PM including determining all required groundwater objects, reservoir and river drains, and their parameters, links, recharge points and relationships driving gains, losses, groundwater evapotranspiration, and groundwater to surface water interactions in the basins. Groundwater wells will be aggregated as much as possible. Initial conditions may be provided by the USGS or through discussion with the Project Team. The VIC model will provide hydrologic input data.
9. Develop post processing tools to analyze model results (Option):
In this option the consultant will develop post-processing and data visualization tools to aid in the analysis of model results and system performance measures from the various planning scenarios. The purpose of the tool is to help Planning Partners understand the water resource system, cause and effect of climate and water management alternatives on system performance. The tool will aid in communicating performance measures and model results to compare scenarios Pre-Process Climate Change hydrologic input and run climate change ensemble.
10. Advise the development of water management alternatives (Option):
The planning consultant will organize workshops and meeting with Planning Partners to derive an initial list of considerations for changes to water demand, system operating policy, accounting and hydraulic infrastructure. The planning consultant will facilitate Planning Partners in refining the list of alternatives to set which can be practically tested with the model.
The consultant shall advise the Project Team and planning consultant by helping to refine the list of alternatives by evaluating which of them could be feasibly tested using the GSLB-PM.
11. Modify the existing condition model to test management alternatives (Option):
The consultant shall coordinate with the Project Team and planning consultant to implement the refined and final list of management alternatives. This could include changing rules, adding/removing objects, adding/changing water accounting and/or modifying Water Demand Model parameters. The consultant will re-run the model(s) which simulate the management alternatives. This will be done iteratively to support the planning consultant in selecting a final list of alternatives for the Trade-Off Analysis.
12. Use the GSLB-PM to analyze a specific drought scenario (Option):
The consultant shall coordinate closely with the Project Team to develop 1 specific drought scenario to be analyzed using the GSLB-PM. This analysis will focus on major lake and reservoir elevations, minimum in stream flows, water rights and water rights accounting, and the ability to make physical water deliveries throughout the simulated drought. The consultant shall thoroughly document the processes and completion of this scope item and sub-items.
13. Use the GSLB-PM to analyze a specific flood scenario (Option):
The consultant shall coordinate closely with the Project Team to develop 1 specific flooding scenario to be analyzed using the GSLB-PM. This scenario will run for only 1 water year and will assume a very high snowpack and quick temperature rise in the basin.
