About this file

This document is a Statement of Work (SOW) for the Brackish Groundwater National Desalination Research Facility (BGNDRF) Piping Insulation Repairs project. The SOW specifies the requirements to furnish and install new pipe insulation and aluminum jacketing on various piping systems ranging from 0.75 to 8 inches in diameter located at the BGNDRF facility in Otero County, New Mexico.

The key tasks include reattaching existing heat trace, installing new insulation and jacketing per Reclamation specifications, insulating sight glasses and motorized valves, and cleaning up debris. The work is to be completed within 60 calendar days after contract award. Submittals required include a repair schedule, insulation product data, and warranty information. The applicable NAICS code is 238290 - Boiler and pipe insulation installation. The SOW includes detailed appendices with photos and a summary table outlining the approximate lengths and diameters of the piping sections requiring repair.

1.1Purpose

The Government has determined a need to several sections of insulation on piping systems ranging from 0.75 inches to eight inches in diameter. The piping and associated equipment (i.e., motorized valves) are located within the boundary of the Brackish Groundwater National Desalination Research Facility in Otero County New Mexico at 500 La Velle Road, Alamogordo, New Mexico 88310.

1.2 North American Industry Classification System (NAICS)

The NAICS for this work is 238290 – Boiler and pipe insulation installation.

1.3 Standards

The PWS shall follow the standard set-forth in the following paragraphs.

1.3.1 Reference Standards

Comply with applicable provisions and recommendations of the following, except as otherwise shown or specified.

1. Federal Specification HH-1-558B, Insulation Blocks, Boards, Blankets, Felts, Sleeving, Pipe Fitting Covering.

2. ASTM C 547, Mineral Fiber Pipe Insulation.

3. ASTM C 585, Practice for Inner and Outer Diameters of Rigid Thermal insulation for nominal Sizes of Pipe and Tubing (NPS System).

4. ASTM C 1136, Specification for Flexible, Low Permeance Vapor Retarders for Thermal Insulation.

5. ASTEM C 1729 Standard Specification for Aluminum Jacketing for Insulation

6. ASTM E 84, Test Method for Surface Burning Characteristics of Building Materials.

7. Underwriters’ Laboratories, Inc., UL 723.

8. National Fire Protection Association, NFPA 255.

1.3.2 Reclamation Insulation Specification 15082

Reference Specification 15082 is provided as Appendix A. Materials must be exact or equal quality. Any changes from the specifications must be approved by the COR.

1.4 Submittals

Submit the following for Government review or approval:

· Prepare in English.

· Label with contract number and title including Required Submittal Number (RSN).

· Measurement Units: US Customary Units.

· Provide a unique transmittal tracking number for each submittal.

· Drawings and sketches shall follow the U.S. National CAD Standard, Version 6.

· Review of submittals:

· Time required: The Government will require a minimum of 3 days to review each submittal or resubmittal, unless otherwise specified.

· Excess Time: Should the Government require additional review time, the CO may extend the contract completion date to allow completion of work. Time extension will be to the extent that the excess review time caused delay to contract completion.

· Submit the following for Government approval or review.

· Submittal Types: A – Action requiring Government approval and I – Informational requires Government written receipt.

· Submit to COR one electronic (eMail) copy for review.

PART 2 – WORK REQUIREMENTS

2.0 Period of Performance

The Government considers the tasks above be completed within 60 calendar days after contract award has been issued. The Contractor shall provide all labor, management, transportation, equipment, supplies, materials, etc. necessary to perform these activities. Scope is added in this revision to include insulation after BGNDRF staff replace a water meter. This work may be done later in 2025, depending on when the water meter will be delivered.

2.1 Repair Tasks

The following summary list of activities/tasks to repair the Piping Insulation as follows:

· Place and re-attach existing heat trace to piping for optimum protection of the piping system.

· Furnish and install new pipe insulation and aluminum jacketing as required by Reclamation specifications (Section 1.3) and drawings (can be provided if requested). Table 1 shows the approximate lengths for each section in need of repair. Appendix B includes pictures of each section in need of repair.

· Insulate sight glass, motorized valve (MOV), and various piping.

· Insulation on sight glasses must allow for visualization of water level in hydro-pneumatic tanks and not interfere with level measurement.

· Clean up and removal of debris from the work site.

Appendix A – Section 15082: Insulation of Piping & Equipment

Appendix B - Pictures of BGNDRF Piping Needing Insulation All pictures were taken on September 12, 2024.

Photo B-1: Stallberg Well (Well 4). The 4-inch (right side) well piping is reduced to 3-inch and the full length of exposed piping and fittings is approximately 3 ft.

Photo B-1a: Stallberg Well (Well 4). The 4-inch water meter will be replaced by BGNDRF staff, and the area will need to be reinsulated.

Photo B-2: Wellfield bypass to evaporation ponds. All piping and fittings are 4-inch and approximately 6-ft of piping is exposed. Note: BGNDRF staff will raise pressure gauge by 4” prior to work starting.

Photo B-3: Cooling Tower Piping System. Pump 1 (in foreground) piping is covered with temporary foil and insulation. The piping from left to right transitions from 2-inch to 1.5-inch to 3-inch diameter and spans approximately 5-ft.

Photo B-4: Cooling Tower Piping System. Pump 2 (in foreground) piping is bare. The piping from left to right transitions from 4-inch to 3-inch to 1.5-inch diameter and spans approximately 11-ft.

Photo B-5: Cooling Tower Piping System. Motorized Valve (MOV) for Well 1 supply. The MOV is 6-inch and is approximately 1.5-ft long.

Photo B-6: Hydrotank Sight Glass Level Indicator. Tank 2B (left) picture shows temporary foam insulation that needs to be replaced with approximately 5.5-ft of jacketed insulation (previous jacketed insulation was removed because it was affecting operations. Tank 3A (right) picture shows a working jacketed insulation.

Photo B-7: Test Pad 8 Source Water Feed. The valve and piping are 2-inch and the exposed length is approximately 1-ft.
