About this file

This document is an Amendment 1 Question and Answers (Q&A) related to a federal contract opportunity for a B2E Executive Coordinator. The key details are:

The B2E (Bucket 2 Ecosystem) funding opportunity opened on July 22, 2024 and will close on October 14, 2024. A webinar is scheduled for September 6, 2024, and the vendor has discretion to determine what additional outreach events may be necessary. The government does not anticipate any in-person outreach events, as digital communication and phone are expected to be sufficient. The contract will require the vendor to provide a panel of up to 10 Subject Matter Experts (SMEs) to review and score the proposals, with up to 5 SMEs provided by the vendor and up to 5 by the government. The government expects no more than 50 proposals for this opportunity, which is set-aside for small businesses under NAICS 541620 with a $19M size standard.

Amendment 1 Question and Answers:

Q. Under task 1 the TLIN identifies webinars, public events, and regional meetings. Are all the events to be held virtually? If not, can you identify how many public events and regional meetings, and their locations will need to be supported by the Executive Coordinator and related support staff for those meetings?

A. The B2E funding opportunity Request for Applications (RFA) opened on July 22, 2024, and will be closing on October 14, 2024. Email notification has been sent by Reclamation to contacts of cities, counties, tribes, and other government districts. Additionally, a webinar has been scheduled and will be hosted by reclamation on September 6, 2024. An outreach plan is still requested as per TLIN 1 with the understanding that some of the primary outreach has already occurred and outreach would be complete on the RFA closing date. The vendor has discretion to determine what events may still be necessary. We do not anticipate any in person outreach events and expect that any outreach at this point would occur by digital communication or phone.

Q. If travel is required for the program support (either Task 1 or Task 5), where do I provide the travel costs on the proposal?

A. Meetings and activities of the SME panel may be conducted in person or virtually. Given advances in digital technology, virtual meetings may be done for less money and are just as effective. That said, the vendor may use their discretion to determine travel needs. If travel is proposed. Travel costs may be itemized in the proposal under each task.

Q. Under Task 005, the SME’s will be providing a review of the proposals. Can you comment on what assumptions we should use for the number of proposals that the SME’s will need to consider?

A. This funding opportunity is specific to public entities and Indian Tribes within the Upper Colorado River Basin. We don’t anticipate receiving more than 50 applications.
