About this file
This document is a Sources Sought Synopsis for a potential future federal contract opportunity for Transformer Fluid Testing at the Glen Canyon Power Plant. The Bureau of Reclamation, Upper Colorado Basin, is seeking information from potential sources to provide equipment, testing, and test results for the fluid in the transformers at the Glen Canyon Dam Facility. The government is not issuing a solicitation at this time, but is gathering information for planning purposes. The key testing requirements include ASTM standard tests for properties such as neutralization number, interfacial tension, dielectric breakdown voltage, and furanic compounds. The government will perform the fluid sampling and ship the test kits, while the contractor shall provide the test kits, analysis, and test reports. Interested parties are encouraged to register in the System for Award Management (SAM) and submit capability statements by May 15, 2024 to the contract specialist, Ryan Taylor. The potential NAICS code is 541380 - Testing and Laboratories, with a small business size standard of $19 million. The government plans to issue a future solicitation for this requirement.

TRANSFORMER AT GLEN POWER PLANT
PURPOSE:
The Bureau of Reclamation, Upper Colorado Basin, is seeking potential sources to supply needed equipment, test, and test results for the fluid in the transformers throughout the Glen
Canyon Dam Facility (GC).
This source sought is issued solely for information and planning purposes only and is not a solicitation. This is NOT a Request for Proposals nor an Invitation for Bids and does not constitute any commitment by the Government. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified.

All interested sources must respond to future solicitation announcements separate from responses to this source sought.
PRINCIPAL WORK COMPONENTS:
GC has requirement for approximately 40 fluid tests for transformers. This testing is done once a year on all fluid filled transformers. Contractor shall provide test kits, fluid analysis, and test reports for each transformer. The Government will perform the fluid sampling and ship the test kits out for analysis.
The required tests listed below shall be ran on each transformer sample. Each test requirement must meet the listed ASTM test method.
Test Type Test Method
Neutralization number ASTM D974
Interfacial Tension ASTM D971
Relative Density ASTM D1298
Visual Examination ASTM D1524
Dielectric Breakdown Voltage ASTM D1816 (2mm gap)
Dissolved Gas Analysis ASTM D3612
Karl Fischer Moisture ASTM D1533
Pour Point ASTM D97
Kinematic Viscosity ASTM D445
Flash and Fire Point ASTM D92
Liquid Power Factor ASTM D924
Furanic Compounds ASTM D5837
Analysis reports for each transformer shall be provided in graphical as well as tabulated format.
Reporting data to be provided for each individual analysis as well as added with trending graphs to a comprehensive list for each transformer this shall include the history of testing throughout the contract. Comprehensive data to include graphical and tabulated information with dates associated with each fluid sample. Transformer information to include manufacturer, serial number, manufactured date, power size (MVA or KVA), high voltage, low voltage, weight, equipment type, impedance, phase/cycle, liquid type, gallons, insulation temperature rise, bank number (K7A, etc.), associated phase, and facility name. Additional analysis reports to include information on liquid level, sample temperature, and top fluid temperature during sampling.
Analysis results for each fluid sample shall be provided electronically and sent to designated
Glen Canyon Personnel.
Laboratory must have and maintain a valid ISO 17025:2017 certificate of accreditation throughout performance of this contract.
ADDRESS FOR TEST KITS
Glen Canyon Field Division, 805 Bureau Street, Page, AZ 86040
PSC, NAICS & SIZE STANDARD:
The Product Service Code (PSC) is H291 – Equipment and Materials Testing-Fuels, Lubricants, Oils, and Waxes. The potential North American Industry Classification System (NAICS) code for this project is 541380- Testing and Laboratories and Services with a small business size standard of 19 million dollars.
SYSTEM FOR AWARD MANAGEMENT:
The System for Award Management (SAM) is an implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration
