About this file

This statement of work outlines the requirements for upgrading electric transformers and removing poles at the Elephant Butte Historic District Dam Site in New Mexico. The Bureau of Reclamation requires removing existing deteriorated light and electric poles, installing new transformers, and running secondary underground feeders. Key tasks include upgrading electric service to the RV park and main parking lot, removing specific poles and lights owned by Sierra Electric Cooperative, and performing electrical tests. Submittals such as the project schedule, safety plan, product data, and as-built drawings are due no later than two weeks before related work. The sole source contract will be awarded to Sierra Electric to perform this work between July 2024 and May 2025 in accordance with standards including IEEE, NFPA, OSHA, and RSHS.

2.0 - Introduction The Bureau of Reclamation, Upper Colorado Basin Region, Albuquerque Area Office, (Reclamation) has a need to remove and upgrade some of the current electrical service at Elephant Butte Historic District (EBHD) Dam Site Recreation Area. The work is part of a larger utility rehab project but due to the electric transformers and poles belonging to the local cooperative, Sierra Electric Cooperative, Inc. (Sierra Electric), a separate sole source contract with them is required for their portion of the work. This work includes removing existing deteriorated light poles and lines and furnishing and installing new transformers and secondary underground feeders to the project site.

2.1 – Location and Hours of Operations The Reclamation facility is located near State Highway 51 south east of Truth or Consequences, New Mexico 87901 in Sierra County at Latitude 3308′56.33" and Longitude 10711′19.59".

Reclamation’s standard business hours are Monday through Friday from 7:30 AM to 4:00 PM MST except federal holidays.

2.2 – Site Visit A site visit can be scheduled during normal duty hours by contacting the COR as follows:

Hannah Schechter 555 Broadway Blvd. N.E., Suite 100 Albuquerque, New Mexico 87102-2352

(505) 362-2877 hschechter@usbr.gov The current period of performance for this SOW is 304 days after the Notice to Proceed. Adjustments to the schedule will be considered if fall/early winter weather will impact quality and safety during the project activities/tasks.

2.3 - Background Congress authorized the construction of Elephant Butte Dam on February 25, 1905, with construction beginning in 1911. The EBHD area consists of approximately 130 acres and 65 different structures, 32 of which are recorded on the National Register of Historic Places. Reclamation owns all buildings and assets within the Historic District. Several original structures were built during the construction of the dam between 1911-1916 while others were built by the Civilian Conservation Corps (CCC) in the 1930s and 1940s.

Two of the original buildings are the water tank and old Reclamation administrative building that now serves as a Lodge. The CCC came in and added the majority of the recreation assets including 2 of the houses in Hospital Canyon, 15 of the casitas, the fish hatchery area, the RV park, and numerous trails and beautiful rock retaining walls throughout the area.

The area was under a lease agreement with New Mexico State Parks but was turned back to Reclamation in 2015 due to the needed improvements and little financial assistance through the Title 28 cost share agreement. The area is currently open to the public (with the exception of the restaurant) and is temporarily managed by a licensee while a concession contract is being put into place.

Reclamation’s first step was to address immediate safety concerns at EBHD. Reclamation has addressed or is currently addressing the immediate needs. Additional improvements are needed considering the infrastructure is at the end of its useful life or past its useful life. The improvements made to safety and infrastructure will enhance the likelihood of potential businesses bidding for a concession contract for the area. These required safety improvements include a geotechnical investigation at the restaurant, infrastructure upgrades including electric, water, wastewater, roofing, signage, and other recreation related upgrades.

The facility is a smoke-, drug-, and alcohol-free facility.

2.4 – North American Industry Classification System (NAICS) This work will comply with the NAICS 237130- Power and Communication Line and Related Structures Construction latest edition (2022) as well as all IEEE and NFPA Codes.

2.5 - Purpose The purpose for Sierra Electric to upgrade the service to the Dam Site RV Park and Main Parking Lot is so the Technical Services Center EBHD Utility Rehab design can be constructed. The RV Park will be upgraded to have new electric pedestals with 50amp, 30amp and 20amp outlets. The Main Parking Lot will be upgraded with two DC Fast Charging electric vehicle stations. The current transformers in both locations are not big enough to service these upgrades. The electric poles need to be removed to allow for the electric line to be buried to reduce visual impacts of poles in the historic district as well as reducing the potential safety hazard of old poles breaking and having live wires in trees. Two light poles will also be removed to allow for new dark-sky compliant lights to be installed in strategic locations to allow star gazing but not sacrificing safety.

2.6 – Scope The following bulleted list of work tasks shall be performed in accordance with these specifications and applicable standards. The Contractor shall perform the following key tasks:

· Service upgrade to Dam Site RV Park

· Service upgrade to Dam Site main parking lot

· Remove old transformers, set new transformers, run feeder wires to panels

· Remove the following Sierra Electric owned poles from Dam Site Main Parking Lot and Dam Site RV Park: 20559, 20558, 20557, 21044, 20561, un-numbered poles (between 21190 and 21185), 21185, 21042, 15654, 20562, 21188

· Remove Sierra Electric owned lights: 20703, 20704

Work will be coordinated with Reclamation and other contractor working to install new electric lines at Dam Site Recreation Area.

Purchase of the transformers shall occur as soon as possible so Sierra Electric is ready to begin installation by July 1, 2024. Sierra Electric will coordinate with the Reclamation COR on the removal of the poles and installation of the new transformers. Removal and installation of Sierra Electric equipment will occur between July 1, 2024, and May 1, 2025. NEPA and cultural compliance must be completed and authorization from COR must be in writing prior to any onsite work beginning (removal of transformers, poles or lights).
