PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region, Four Corners Construction Office (FCCO), is issuing this pre-solicitation notice for a contemplated requirement: Navajo Gallup Water Supply Project (NGWSP) Utilities Potholing Reaches 1, 2, 3, and the PNM River Pump Station.
This requirement is being procured in accordance with Part 13 of the Federal Acquisition Regulations as a total small business set-aside. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. Based on market research it was determined that there were sufficient qualified small businesses with sufficient capacity to perform this requirement.
REQUIREMENT DESCRIPTION: The principal components of the work are listed under the requirement description below:
The Navajo-Gallup Water Supply Project (NGWSP) design consists of two Reclamation design and construction branches (San Juan Lateral and Cutter Lateral) that are each divided into sections of unequal length called “Reaches”:
0. The project’s western branch, the San Juan Lateral (SJL), begins approximately in Waterflow, NM at the PNM (Public Service Company of New Mexico) Reservoir, heads south to the N36 highway, then west/slightly southwest to the SJL Water Treatment Plant (WTP) at Lat: N36° 42' 08" Long: W108° 36' 06", then southwest until the pipeline will roughly parallel US Highway 491 south to Yah-ta-hey, NM.
0. The project’s eastern branch, the Cutter Lateral, begins at Cutter Reservoir east of Blanco, NM and will roughly parallel San Juan County Road 7007 to existing tanks at Huerfano Mesa, NM near US Highway 550.
Potholing of existing underground utilities for three (3) Reaches and an existing river pump station on the San Juan Lateral is required under this requirement to allow for collection of survey data for design purposes:
1. The PNM River Pump Station is located at Lat: N36° 45' 05" Long: W108° 24' 49” and will be the beginning of the NGWSP Reach 1. Existing PNM 36” and 42” pipelines convey San Juan River water up to the PNM Reservoir. Utilities at the PNM River Pump Station area are included in this requirement. See the attached Reach Exhibits for additional information.
1. Reach 1 on the SJL begins at the PNM River Pump Station located at Lat: N36° 45' 05" Long: W108° 24' 49” from which existing PNM 36” (4.8 miles-abandoned) and 42” (4.6 miles-currently in use) pipelines convey San Juan River water up to the PNM Reservoir located at Lat: N36° 47' 11" Long: W108° 26' 48". Utility crossing conflicts where Reach 1 crosses the proposed Reach 2 pipeline alignment are included in this requirement. All Reach 1 conflicts are listed within the Reach 2 Coordinates list. See the attached Reach Exhibits for additional information.
1. Reach 2 on the SJL, begins at the existing PNM Reservoir Pump House located at Lat: N36° 47' 09" Long: W108° 26' 35", parallels County Road 6800 south, crossing NM Highway 64 and continues south across the San Juan River until it intersects with BIA Route N36. From this point Reach 2 ends and Reach 3 begins approximately 115 LF to the west on the north side of BIA Route N36 at Lat: N36° 43' 06" Long: W108° 27' 48". Reach 2 is approximately 5.4 miles in length. Utility crossing conflicts between the proposed Reach 2 pipeline alignment are included in this requirement. All Reach 1 conflicts are listed within the Reach 2 Coordinates list as the two Reaches are parallel to each other. See the attached Reach Exhibits for additional information.
1. Reach 3 on the SJL begins on the north side of BIA Route N36 at Lat: N36° 43' 06" Long: W108° 27' 48", roughly paralleling N36 for approximately 2.4 miles then crosses N36 heading southwest across the Chaco River at Lat: N36° 42' 27" Long: W108° 31' 57" then continues west to the termination point of Reach 3 and future location of the SJL WTP located at Lat: N36° 42' 18" Long: W108° 35' 56". Reach 3 is approximately 8.6 miles in length. Utility crossing conflicts between the proposed Reach 3 pipeline alignment are included in this requirement. See the attached Reach Exhibits for additional information.
