Revised Specification

Bonita Lateral Flow Meter Upgrade

SCOPE

Reclamation requires accurate and reliable accounting of water discharged through the Bonita Lateral pipeline.

Currently Reclamation has a 42-year-old McCrometer, propeller-style flow meter instrument, that provides an analog counter and pulse signal for the totalized discharge. This device was manufactured in 1980 and has become technically obsolete and provides limited reliability and accuracy on the water that is discharged. To support Reclamation’s effort, in maintaining complete and reliable water-use records a modern flow meter replacement device is required.

Reclamation requires (1) modern flow meter that will provide accurate and reliable data when discharging water through the Bonita Lateral Pipeline. The instrumentation shall function accurately through a variety of flow conditions within a 30” diameter pipeline. A digital output signal is required to enable the meter to integrate into existing telemetry infrastructure and improve monitoring. The device should be easily installed in current pipeline infrastructure with the adaptability to be reconfigured for potentially smaller diameter (16-24”).

Reclamation will install the flow meter.

REQUIREMENT

Supply a modern flowmeter that can provide both instantaneous and totalized discharge without the use of mechanical parts that would require routine maintenance and disruptions to Bonita Lateral deliveries.

Contractor shall supply (1) Sontek IQ Pipe instrumentation or equal. The requirement must meet the following to be considered equivalent:

1. Must be able to accurately velocities (±0.5 cm/s or 0.2 in/s) in partial or full pipe conditions using non-mechanical means. (Acoustics, Sonar)

a. Must be able to measure velocities to a minimum of 10 ft/s.

2. Must be able to accurately measure pipe water depth conditions to within ±0.003 m or 0.01 ft. up to current 30” diameter of pipe infrastructure using non-mechanical methods (pressure transducer, acoustics, sonar)

3. Must be engineered for use in pressurized pipes, rated up to 40 psi.

4. Manufactured for long-term deployment in low salinity reservoir water (<5ppt) with materials such as urethane/polyurethane

5. All equipment must fit within current 30” diameter pipeline but requires adaptability for installation inside a pipe, to a minimum of 16” diameter.

6. The instrument will require an adjustable mounting ring that should be configured to the current infrastructure of 30-in inside diameter.

7. Include a 60-meter communications/power cable.

8. Acoustic device shall have multiple transducers (minimum of 4) to sample water column to compute velocities and water level.

a. Acoustic frequencies should be at a minimum of 3MHz to ensure adequate sampling of suspended sediment particles in reservoir supplied water supply.

9. System should have a thermal operating range between -5 to 60°C or 23-140°F to ensure year around data collection.

10. Instrumentation should be powered by a 12VDC supply with a peak consumption of no more than 1.5W

a. Idle consumption should be maintained around 0.5W or less.

11. Instrumentation should provide for internal logging for up to one year of data storage (approximately

4GB)

12. Internal thermistor is required for the accurate computation of discharge using acoustic or sonar principles

a. Minimum accuracy of ± 0.2° C and resolution of ± 0.01° C

13. A user-friendly graphical display interface is needed to provide current real-time flow rates and totalized volume for on-site readings by local irrigators and Reclamation staff.

14. Communication and power wires should be integrated into a single waterproof submersible cable

15. Instrumentation should have supported software that is capable of the following:

a. Data retrieval

b. Instrumentation diagnostics and trouble shooting

c. Programming and configuration of acoustic/sonar transducers

d. Calibration of sensors

16. Communication protocol of the device should include all the following options:

a. Modbus (RS485 and/or RS232)

b. SDI-12

c. Analog 4-20mA

17. Instrumentation should be supported with software that will allow for programming options, data quality review and troubleshooting of instrumentation.

18. Supplied instrumentation is expected to perform accurately and reliably for a deployment of no less than ten years with minimal maintenance.

19. Provide installation support as needed by Reclamation staff installers.

20. Provide any specialized tools needed for installing per manufactures guidelines.
