DAVIE DITCH PIPELINE PROJECT

SMALL BUSINESS CONCERNS QUALIFYING UNDER NAICS 237110

SMALL BUSINESS CONCERNS

Interested parties must be a Small Business Concern under NAICS Code 237110 “Water and Sewer Line and Related Structures Construction.” The Small Business Size Standard is $45M. The Government shall verify all submissions meet the small business requirement per the System for Award Management (SAM.gov). All interested parties should verify they are registered in SAM and that their Representations and Certifications show they fall under the NAICS code as a Small Business prior to submission.

If a small business is using a subcontractor, please be aware of FAR Clause 52.219-14 “Limitations on Subcontracting” where the Prime Contractor must perform at least 15% of the cost of the contract, not including the cost of materials.

PROJECT DESCRIPTION AND PURPOSE

The Western Colorado Area Office of the Bureau of Reclamation, Upper Colorado Region, has a new requirement for a firm-fixed-price construction project to upgrade Davie Ditch up to the Silt Project located north of Rifle, Colorado. This project includes furnishing and installing approximately 4,400 linear feet of 36-inch and 24-inch diameter pipe. The project will also include furnishing and placing concrete for inlet and outlet structures, fabrication, and installation of miscellaneous metalwork.

Note: It is the responsibility of the interested party to review the Final Specifications and Drawings which will be released with the Solicitation.

The estimated magnitude of this project is between $1,000,000 and $5,000,000.

LOCATION OF WORK

The work on Davie Ditch is located approximately 5.5 miles north of Rifle, Colorado in Garfield County.

PERIOD OF PERFORMANCE

The period of performance is estimated to be from 1 September 2023 to 31 August 2024.

COMPETITION

Solicitation No. 140R4022R0029 is anticipated to be 100% set-aside for small business and will result in a firm-fixed-price construction contract. The requirement shall be procured in accordance with Subparts 15 and 36 of the Federal Acquisition Regulations.

A pre-proposal site visit will be held with the date and details provided in the solicitation.

The Government intends to make award without discussions but reserves the right to award with or without discussions.

SOLICITATION RELEASE DATE

The anticipated release date for Solicitation No. 140R4022R0029 is on or around July 2023.

The solicitation documents for this procurement will be accessible from https://sam.gov. It is all potential offerors’ responsibility to monitor the sam.gov website for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination.
