Pre-Solicitation Sole Source Notice

TITLE: EV SOD Powerline Relocation

PURPOSE AND PROJECT DESCRIPTION: The Albuquerque Area Office (AAO), of the

U.S. Bureau of Reclamation, has need for the relocation of power poles and associated powerlines at the El Vado Dam Complex, Rio Arriba County New Mexico, to make room for the

Safety of Dams (SOD) project of the modification and repair of the El Vado spillway. The existing powerlines maintained and operated by Northern Rio Arriba Electric Co-op (NORA) will need to be relocated and upgraded to allow for the construction contractor unimpeded access to the construction site. This relocation will also facilitate the stockpile of the expected fill material from the SOD construction. The requirement includes the following tasks:

1. Remove approximately 2400 feet of existing powerline

2. Remove six power poles

3. Install seven power poles at new location

4. Install approximately 2440 feet of powerline similar or better than existing

5. Upgrade height of 3 existing poles from 40ft to 45ft

6. Upgrade existing transformer from 15 kVA to 37.5 kVA

7. Install at least 2 aerial marker balls on the powerline between poles N-1 to EX-3 to EX-2

LOCATION: The location of the work is at El Vado Dam Complex, Rio Arriba County, New

Mexico

NAICS AND SIZE STANDARD: The NAICS code for this project is 237130 with a small business size standard of $39.5m.

COMPETITION: Solicitation 140R4022Q0016 is anticipated to be awarded as a sole source to

NORA.

INTENDED SOURCE: Northern Rio Arriba Electric Cooperative Inc., 1135 Camino

Escondido, Chama, New Mexico 87520

SOLE SOURCE JUSTIFICATION: IAW FAR 13.106-1(b)(1)(i), specific characteristics of the removal and installation of electrical poles and installation, upgrade, and service of utility electrical lines and transformers that limit the availability to a sole source is the property, including the electrical poles, lines, and transformers, are owned and operated by NORA. NORA has stated the removal, installation, upgrade, or service to utilities poles, lines, and transformers must be performed by them, to the exclusion of other capable and responsible sources.

SOLICITATION RELEASE DATE: It is not anticipated that the solicitation will be released via the GPE. Interested vendors can request the solicitation by emailing the Government Point of

Contact.

SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award

Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal http://www.sam.gov/

Register (FedReg), Online Representations and Certifications Application (ORCA), and

Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM to be considered for a Government contract award. If you had an active record in CCR, you have an active record in SAM.

NOTE: Responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government will NOT be responsible for any costs incurred by interested parties in responding to this Notice. This Notice is strictly for compliance with FAR Subpart

5.2. As a result of this Notice, the Government may issue a solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
