Additional Questions and Answers

Will it pay monthly, or when the contract is completed?

Contractor can bill no more than monthly.

Can the contractor sub-contract?

Yes.

Are they feral cattle or branded?

Yes, it has been several years since the cattle have been tended and the expectation is that a large majority of them are unbranded.

Are there locals or anybody opposed to this? Threats, etc.?

We have no expectations of trouble in the area. The neighboring ranchers are in favor of the project and the family that had been ranching the project area have not expressed any animosity.

If they’re branded, do I need to take them somewhere, report the amount, hold them for 7 days?

Work with the NM Livestock Board to ensure statutes are followed. From the Performance Work Statement: The Contractor is responsible for feeding or feed costs while livestock are impounded for approximately 7 days while public notice of stray livestock is given. If branded livestock are not claimed within the designated period, the Contractor will be responsible to transport the livestock to the destination.

Who gets the sale money?

Bureau of Reclamation will request any proceeds from the sale of cattle. Contractors should not expect any proceeds.

Is the area a national park or something? Will I have access via roads?

The area is owned by the Department of the Interior, Bureau of Reclamation, but is not a park and there should not be a lot of public traffic. Access to the area for contractors is via Fort Craig Road or San Marcial Road as shown on the revised solicitation map. Access through the length of the area is via the dirt road shown on the map. Any roads within the area are available to the contractor, but there aren’t many. The vegetation is very dense with a lot of Tamarisk.

Does the river dry-up in the winter? What time of year can I do this?

The river is wet through the winter but can be nearly dry at times in summer. Any noisy work is restricted during the bird nesting season (approximately May 1 through August 15) and Reclamation can provide bird surveys as needed. Cattle will be easier to find in winter when the foliage is off the trees.

I only need to round-up cattle in the designated area, right?

Yes, only cattle within the project area are to be gathered.

If more cows wander in than expected during the contract, am I responsible to get them as well?

The expectation is that by the end of the contract, there will be no more feral cows in the project area. There are fences in place to keep cattle from wandering into the area and the ranchers on either side of the area are responsible and supportive of the project.

Is this area public access? Can I stay in my camper on the land?

Yes, the area is public access, but only through the San Marcial Road and we would expect very few visitors. Camping near the corrals would be acceptable, but possibly with fire restrictions at certain times of the year.
