ATTACHMENT A – PERFORMANCE WORK STATEMENT
MRG – PIT Tag Antennas Maintenance and Support
PERFORMANCE WORK STATEMENT (PWS)
1.0 SCOPE
1.1 OBJECTIVE - The objective of this contract is to acquire contractor services to assist in the logistics and maintenance of PIT tag antennas for the Rio Grande Silvery Minnow (RGSM) Movement study in the San Acacia and Isleta reaches of the Middle Rio Grande.
1.2 BACKGROUND -
Reclamation has committed to river connectivity under the 2016 Biological Opinion for water Management and Maintenance Activities on the Middle Rio Grande. Irrigation infrastructure on the Rio Grande of New Mexico fragments the river into distinct reaches, preventing fish species such as the RGSM from being able to move freely throughout the available habitat. There is currently no fish passage available at the irrigation dams.
Reclamation is investigating the development of a suitable fish passage system for the San Acacia Diversion Dam (SADD), Isleta Diversion Dam (IDD), and Angostura Diversion Dam (ADD).
Reclamation will be exploring options to facilitate fish passage at these Diversion Dams.
Part of the process will be studying specific characteristics of the RGSM to properly inform decision makers on the selection of a viable option for facilitating fish passage.
In 2019 Reclamation partnered with Utah State University (USU) to conduct a study to assess movement of the RGSM in the Middle Rio Grande. This study involves tagging RGSM with PIT tags and using PIT Tag Antennas spread throughout the study reach to assess the species movement.

Task 1: PIT Tag Maintenance
1. The Contractor will be required to maintain PIT tag antennas throughout the Isleta and San Acacia Reaches o Approximately 20 antennas will be utilized in selected locations throughout the San Acacia and/or southern Isleta reaches o Antennas will need batteries switched out at a minimum of every three weeks to ensure continuous data collection.
o Data from each antenna will need to be downloaded onto Contractors computer and then transmitted via email to both Reclamation and USU researchers at each battery change and/or during routine checks of antennas.
▪ Contractor will be required to obtain Biomark software for interactions with PIT antennas.
Task 1A: Option to Add Additional Antennas
Five additional antennas may be added by the Reclamation Project Manager to extend the study in the San Acacia and/or southern Isleta reaches.
o Antennas will need batteries switched out at a minimum of every three weeks to ensure continuous data collection.
o Data from each antenna will need to be downloaded onto Contractors computer and then transmitted via email to both Reclamation and USU researchers at each battery change and/or during routine checks of antennas.
Contractor will be required to obtain Biomark software for interactions with PIT antennas.
Task 2: Data Maintenance
2. Contractor will need to maintain records of locations and backup data as necessary.
o Contractor has discretion on antennas locations to minimize loss or theft of the equipment.

4.0 PERFORMANCE REQUIREMENTS SUMMARY
Task No. Task Description Performance Indicator
Performance Standard
Minimum Acceptable Quality
Level 1 Maintain PIT tag
Antennas and associated gear for the Isleta and San Acacia Reaches
Maintain and monitor approximately 20 PIT tag antennas throughout the identified reaches along the MRG.
(utilize electrical connector grease for antennas/battery connections at each battery swap.
Example: Nyogel 760G)
PIT tag antennas must remain active and powered throughout the performance period. i.e.
continuously collecting data from PIT tagged fish.
PIT tag antennas may become lost or damaged beyond repair. Contractor must regularly check and maintain devices throughout the study and be proactive in identifying issues and addressing said issues as soon as they are identified. Loss of data due to Contractor not maintaining antennas could result in poor performance evaluation.
2 Maintain records of antennas locations and backup data from antennas
Maintain electric logs of data downloaded from PIT tag antennas.
Maintain logs of antennas locations (GPS coordinates, short description of location, mark locations with easily identifiable marking, directions to each location.). Provide data to Reclamation on a bi-monthly basis.
Data collected is compiled and easily transferred to Reclamation data program.
Maps and documentation of antennas locations provided throughout performance period.
Data collection should be compiled and provided to Reclamation on a bi-monthly basis. Any loss of data due to contractor performance could result in poor performance evaluation. Lack of clear locations to antennas or Reclamations inability to location 25% of antennas could result in poor performance evaluation.
3 Assist Reclamation and Utah State University staff with implementation and monitoring of RGSM movement study
With notice, Contractor shall provide staff to assist with the relocation of antennas during the period of performance.
Provide staff necessary for maintenance and relocation of antennas as necessary
Example: unable to provide adequate staffing with appropriate notice of work 25% of the time could result in poor performance evaluation.
