DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

International Maxxforce 7400 SFA 4x4 truck broke down and was towed to Roberts Truck Center (the local International Dealer). The truck had to be disassembled for inspection and diagnosis. During said inspection multiple items were found to have suffered catastrophic failure rendering the unit disabled. To reassemble the unit and move it to another location would not be in the governments best interest given the additional cost and down time incurred. The fuel truck is an essential piece of equipment needed to accomplish the mission at the Socorro Field Division and repairs need to be completed as soon as possible.
IAW FAR 13.106-1(b)(1)(i), only one source will be solicited because of the urgency of this requirement. The repair of the International Maxxforce 7400 SFA 4x4 truck must be completed by as soon as possible and not later than 90 days after award. This office became aware of the requirement on May 31, 2019. If the required repair is not completed promptly, it will impair the mission of the Socorro Field Division; and reassembling the vehicle without repairing the damage will seriously impact the government financially as the government would have to pay for re-assembly and find another repair shop to conduct repairs doubling costs.
5. Determination of Fair and Reasonable Price.
Roberts Trucking Center provided a quote with parts and labor prices broken down by task.
An internet search for comparable parts was conducted and found that prices online were comparable to those quoted. Online search also revealed that average hourly labor rates for automotive repairs at a dealership range from $80 to $125 per hour. Roberts Trucking
Center charges $145.00 per hour for labor which is slightly higher than average rates found on-line for all dealerships. Although Robert’s Trucking Center’s labor rate is slightly higher, total labor on this quote is $2,573.62; and parts, shop fee, taxes and hazardous waste disposal fee combined are $12,225.87, making labor a much smaller portion of the price quoted. The overall price of $14,799.62 is fair and reasonable. Price analysis was conducted as per FAR price analysis techniques at FAR 13.106-3(a)(2)(i) and (iii) by performing market research and making comparisons with prices listed on-line. Based on the above price analysis, the contracting officer determines that the price of $14,799.62 to be fair and reasonable.
6. Description of Market Research.
An internet search was done to compare prices of parts and labor quoted by Roberts Trucking Center for the repair of the International Maxxforce 7400 SFA 4x4 truck. Internet search also found that average hourly labor rates for automotive repairs at dealerships range from $80- $12. Market research revealed that parts and labor prices quoted by Roberts Trucking Center are comparable to those in the marketplace.
