Amendment 0002 Information Page

Solicitation No. 140R4018R0010 Paradox Valley Unit 2nd Well Design

THE PURPOSE OF AMENDMENT 0002 IS TO ADDRESS QUESTIONS FROM

VENDORS AS FOLLOWS:

1. Question from vendor: Is the Bureau of Reclamation (Reclamation) planning to present additional amendments to the solicitation? If so, will there be an extension to the proposal submission date in order to address those amendments?

Response: The proposal due date is hereby extended:

From: June 18, 2018 at 1400 hours (MDT) To: June 25, 2018 at 1400 hours (MDT)

2. Question from vendor: Will there be an extension to the submittal deadline for the Past

Performance Questionnaire (Attachment B)?

Response: This amendment extends the submittal deadline for the Past Performance Questionnaire (Attachment B) to the same day as the bid closing date - June 25, 2018 at 1400 hours (MDT).

3. Question from vendor: Documents listed will be provided to all vendors at the site visit or upon receipt of Attachment C – Federal Non-Disclosure Agreement form 7-2577. Potential vendors must submit the non-disclosure agreement form and pre-register for the site visit at least 24 hours prior to the visit. But it looks like the document is not included in the fedconnect’s package.

Response: This amendment clarifies the applicable attachments. The stand-alone Statement of Work that was attached to FedBizOps.gov (FBO.gov) and Fedconnect.net as Attachment A, titled: 04_SOW PVU 2nd Well Design is not applicable. That document included language regarding Attachment C, a Non-disclosure agreement that should not have been included in the solicitation.

The correct Attachment A, Statement of Work is titled: Attachment A, Statement of Work Paradox Valley Unit 2nd Well Design was integrated as the final pages of the full solicitation package. Additionally, Amendment 1 replaced the original Attachment A, Statement of Work and is the most current and applicable statement of work.

4. Question from vendor: In the solicitation, the sentence about the non-disclosure agreement is on page 2 of the attachment A document file called: (04_SOW PVU 2nd Well Eng Design) below the table and still accessible via fedconnect. I got a bit confused. So, after all, is there a way to access those additional information? Either by requesting it or during the site visit?

Response: This amendment releases the following documents for vendors to utilize when preparing offers:

Attachment 1. Deep Well Appraisal and Feasibility Study – Source: Bureau of Reclamation – Prepared by Petrotek Engineering Corporation Attachment 2. Integrated Subsurface Geologic Model, Paradox Valley, Colorado, Technical Memorandum 85-833000-2017-15 – Source: Bureau of Reclamation Attachment 3. Case History of an Ultradeep - Disposal Well in Western Colorado – Source: SPE Drilling Engineering, 5(1): p. 39-44 Attachment 4. Geological structure of the Paradox Valley Region, Colorado, and relationship to seismicity induced by deep well injection – Source: Journal of Geophysical Research: Solid Earth, 119(6): p. 4955-4978

5. Question from vendor: We submitted a SF1449 form in a previous proposal to BOR; we assume this is also required but for the two different cost scenarios?

Response: Amendment 0001 requested alternate pricing based on 75-day and 120-day contract completion dates. Vendors are to submit the alternate pricing proposals using two separate Standard Form 1449’s.

6. Question from vendor: The solicitation listed a “Deadline for Questions: Questions must be submitted to the Contract Specialist at least 48 hours prior to the closing date/time. Any questions submitted after the deadline will not be answered.” Amendment 0001 extended the proposal due date to June 18, 2018 at 1400 hours MDT. What is the new deadline for questions?

Response: This amendment clarifies that all technical questions must be submitted to the Contract Specialist no later than 48-business hours prior to the bid closing date.

Questions will not be answered if received after the 48-business hour cut-off time/date.

7. Question from vendor: Are drilling costs to be included in vendors cost estimates?

Response: Drilling costs are to be included in vendors cost estimates as they are an important component to the cost estimate for the pending Environment Impact Statement (EIS) study and final report.

8. Question from vendor: The solicitation states that in accordance with FAR 36.209, the firm that is awarded the contract will not be allowed to participate in the bidding for the construction of the second injection well. Does “design of the well” include all aspects of the project, including surface facility design? If a portion of the work is to be addressed by a subcontractor, may that subcontractor bid on that portion of the construction?

Response: The project is considered a study for the purposes of preparing an EIS. This study will not be used in the actual design of the project, a Professional Engineer stamp is not required on the deliverables and the design as outlined in this statement of work is for cost estimating purposes only. Therefore, firms that bid on the design of this project will also be able to bid on the design or construction after all work has been completed for the

EIS preparation contract and after the record of decision has been completed. Therefore, it has been determined FAR 36.209 does not apply to this contract.

9. Question from vendor: How do you define that 30%? Do you mean the descriptions outlined in the work scope is 30% of the overall engineering design for the target well?

(meaning that there is another 70% engineering work that is beyond the scope of this work?)

Response: Reclamation is requesting a 30% design which should provide sufficient information to permit the preparation of preliminary layouts and designs from which approximate quantities for each kind, type, or class of material, equipment, or labor may be obtained. These estimates are used to assist in the selection of a preferred plan, to determine the economic feasibility of a project, and to support seeking construction funding from Congress. The EIS Cost Estimate should show a 10 percent allowance for Unlisted Items and 25 percent for contingencies.

It is recognized that the identified locations have varying degrees of uncertainties in underground geology, drilling complexity, etc. The cost estimate should reflect the most likely scenario of obtaining a successful project based upon the available data, provided assumptions and awardee’s professional knowledge/experience. Risks associated with each location should be identified under the first task (MM-1, BIF2-1 & BIF3-1) in the final report and include possible cost implications associated with them.

10. Question from vendor: Are vendors required to have Professional Engineer license for key personnel developing the well design from the state of Colorado?

Response: The required Professional Engineer license for key personnel developing the well design does not have to be licensed in Colorado.

11. Question from vendor: Will the slide presentation and vendor list from the June 6, 2018 site visit be made available to the public?

Response: This amendment includes the slide presentation and vendor list from the June 6, 2018 site visit.
