This is a Notice of Intent to award a sole-source contract to Marsh & Associates, LLC for development and maintenance of a Native Fish Database. Marsh & Associates, LLC is identified as the sole responsible source and only known product meeting exact specifications, as the manufacturer and sole distributor of the original database developed under LCR MSCP Work Task G1: Data Management.
The acquisition will be procured under FAR Part 12 (Commercial Items) and FAR 13 (Simplified Acquisition Procedures) with a Firm Fixed Price purchase order type. The NAICS code is 541690 (Other Scientific and Technical Consulting Services) with a Small Business Size Standard of $19 million. Award is anticipated February 27, 2026, with a performance period of March 16, 2026 through March 15, 2027. All responsible sources may submit capability statements, proposals, or quotations with supporting evidence by 1200 pm Pacific Time, February 25, 2026. NOTICE OF INTENT TO SOLE SOURCE – Develop Native Fish Database
The Bureau of Reclamation, Lower Colorado Basin (LCB), intends to negotiate and award a contract on a non-competitive basis, to Marsh & Associates, LLC P.O. Box 11294 Chandler, AZ 85248. Lower Colorado River Multi-Species Conservation Program (LCR MSCP) has a requirement for comprehensive knowledge transfer, documentation, and automated processing tools to independently manage CST data workflows, integrate them with remote sensing data, and produce required annual reports without ongoing contractor support.
The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authorities of FAR 13.501 and only one responsible source and no other supplies or services will satisfy agency requirements. The native fish database was originally developed and maintained by The Marsh & Associates, LLC under LCR MSCP Work Task G1: Data Management, and comprises two main components: (1) Native Fish augmentation database including initial stocking/tagging information and capture recontacts, and
(2) remote PIT (Passive Integrated Transponder) scanning database including contacts via remote sensing. The Native Fish Database by Marsh & Associates, LLC is the only known product to meet exact specifications.
Marsh & Associates, LLC is the only responsible source as they are the manufacturer and sole distributor.
The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source under the authorities of FAR 13.106-1(b)(1)(i) and 6.302-1.
The North American Industry Classification System Code (NAICS) identified for this action is 541690 – Other Scientific and Technical Consulting Services. The Small Business Size Standard is $19 million.
This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Items, and FAR 13 Simplified Acquisition Procedures. Award is anticipated February 27, 2026, with an estimated period of performance is 3/16/2026 – 3/15/2027. The government contemplates a Firm Fixed Price type purchase order.
This is a Notice of Intent only and not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, explanation, and evidence as to how your company will provide the required Native Fish Database which shall be considered by the agency. Submissions are due by 1200 pm Pacific Time, February 25, 2026.
The solicitation and any amendments to the solicitation will be available only through Contract Opportunities at www.SAM.gov. All quotes, and other documents required for the quote submittal, including amendments to the quote, shall be submitted electronically. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
