About this file

This is a Questions and Responses document from the Department of the Interior Bureau of Reclamation for Solicitation 140R3026Q0005 regarding Pressure Vessel Recertification. The document addresses ten questions from potential contractors regarding the specifications and requirements for pressure relief valves (PRVs) needed for various vessels and equipment.

The solicitation requires valves compliant with ASME BPVC Code Sections IV, VIII, and XIII. Contractors must supply valves meeting specific salient characteristics including inlet size, connection type, set pressure, and flow rate; brand name substitutions are acceptable provided the replacement valve meets all listed characteristics. Key clarifications indicate that flow rates listed are minimums (actual valve flow rates may exceed requirements but cannot be lower), set pressures are exact requirements, all valves use standard air (CO2-dependent valves have been removed from scope), and materials are unrestricted as long as characteristic requirements are met. Operating temperatures are specified as 180°F maximum for air receiver tank PRVs (items #1, 5, 6, 9, 10, 13, 14, 15, 17, 19) and 120°F maximum for other Hoover location equipment. The document includes a reference table with available part numbers from manufacturers including Anderson Greenwood, Crosby, Circle Seal, Kingston, and Kunkle, though part numbers are optional for substitute valves. Lifting levers are not required if all other ASME specifications are satisfied.

Questions and Responses 01 The valves requested are to meet ASME Section VIII (unfired pressure vessels) code.

Additions to the SOW:

1. Updated authors note to state “ASME BPVC Code Section IV and, VIII, and XIII” instead of “ASME Code Section I and VIII”

2. Added a column to the salient characteristics table specifying connection type.

3. Added a column to the salient characteristics table specifying outlet size.

4. Adjusted the flow rate on item #17 from 3734 to 3714 SCFM.

5. Removed all valves that use CO2, items #2, 3, and 16 Question 01: Jayco is no longer in business. Can you Get me photos and possibly part numbers for those valves and we can figure out a substitute Response 01: The characteristics of the valve are in the statement of work. Any valve that matches the inlet size, connection type, set pressure/pressure range, and flow rate will be valid for a substitute.

Question 02: Kingston was bought out by Aquatrol. Can we get part numbers for those valves and then they can price them.

Response 02: Note that the valves do not need to be the same brand name, just meet the characteristics.

Question 03: Speedaire is readily available. Again a picture or part number would be helpful Response 03: Same response as question 1. The valves do not need to be the same brand name or a particular part number, just meet the characteristics. Part numbers are not available for all valves, below are the ones available to be used as a reference:

Question 04: For Item 19 a picture would help.

Response 04: Same response as question 1. The valves just needs to meet the characteristics.

Question 05: In order to quote you the exact product, request you to please provide the nameplate information for the installed valves.

Response 05: Same response as question 1. The valves do not need to be the same brand name or a particular part number, just meet the characteristics.

Question 06: The capacities listed are they the tag capacities or required capacities? Every manufacturer will have slightly different tag capacities based on their certified orifice areas and flow coefficients.

Response 06: Flow rates listed are the minimum, the flow rate of the selected valve can be higher than what is listed but it can not be any less. Pressure listed is the exact required set pressure.

Question 07: What fluid is each valve? Different fluids can change the sizing.

Response 07: Standard air for all valves (Valves used for CO2 tanks have been removed from this scope).

Question 08: What are the temperatures, operating and relieving, for the valves? Temperatures will change the orifice sizes when sizing and selection of materials.

Response 08: Air receiver tanks have a max temperature of 180F. All other vessels would generally have a max temperature equal to the ambient temperature in the area. For Hoover that would be 120F. The valves for air receiving tanks (temperature max of 180F) are items #1, 5, 6, 9, 10, 13, 14, 15, 17, 19.

Question 09: Do any of the valves require lift levers?

Response 09: Lifting levers are not necessarily required so long as the selected valve meets the relevant requirements in ASME BPVC Section VIII and XIII. Note that the air compressors have an outlet temperature of 180F, so assume all air receiver tank PRVs (items #1, 5, 6, 9, 10, 13, 14, 15, 17, 19) have an operating temperature of 180F.

Question 10: What materials are required?

Response 10: There are no requirements on materials, so long as the listed characteristic requirements are met for each valve.
