Document No.

Document Title Lake Mohave Razorback Sucker Monitoring
E-5 being ineligible for award. The Government intends to award without discussions but reserves the right to conduct discussions if necessary. Vendors must clearly identify any exceptions to the RFQ’s terms and conditions and provide complete rationale. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ, alternate offers will not be accepted. Quotes shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims.
2) Upon examination of the initial responses, the contracting officer will review all information and if, in the contracting officer’s opinion, adequate price competition exists, no additional data will be requested.
However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, vendors may be required to submit other than certified cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
3) If this solicitation is amended, all terms and conditions that are not amended remain unchanged and in full force and effect. Vendors shall acknowledge receipt of any amendment and provide confirmation upon submission of the offeror’s quote.
4) Quote Instructions:
a) Technical Approach – The Technical Approach shall describe the approach proposed to accomplish all items stated in the Performance Work Statement, including a detailed study plan, description of documentation processes, work breakdown structure, methods for executing work, resources description and quantities (specifically the anticipated quantity of razorback suckers for sonic tag and release), personnel hours, and a project schedule/timeline. The technical approach shall also include a description of any and all techniques used to locate, track, capture, hold, mark, transport, sample, age, record, or document various life stages of razorback sucker, time of year technique will be used and the duration of use of technique, and description of location that technique will be deployed in. Lastly, the technical approach shall include a statement demonstrating the possession of permits as described in the Performance Work Statement.
b) Past Performance – It is considered important to the Government that the Offeror, and their subcontractors have substantial past performance with work similar in nature to the requirements contained within this solicitation. The Government views relevant past performance as involvement in projects that contain similar principal components of work as defined in the Technical Approach. Quoters must demonstrate satisfactory or better past performance in successfully performing work that is similar in nature and complexity to the work described within this requirement. To facility evaluation of this, the vendor shall provide:
o the name, email address and current telephone number of companies they have performed this work for within the last 3 years.
o The Government may also use past performance information obtained from other than the sources identified by the vendor, e.g. CPARS and/or FAPIIS.
c) Price – The price proposals will be evaluated against the Government Price Estimate, as well as other price proposals received. The estimate will be used as a benchmark for which the price evaluation will be conducted. The analysis of the variance between the Government's estimate and each offer and variance among the offerors will indicate whether further review is necessary in order to determine if the price is fair and reasonable. The Government will only make an award if it can determine the offeror’s price to be fair and reasonable. Insert proposed unit price and total price for all CLINS included in the Contract Price Schedule. Identify and include all applicable discounts as the quote shall reflect best and final pricing.
5) The Government intends to award a single Firm-Fixed Price contract. Note to vendors: The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a vendor for any costs.
