About this file
This is a Determination to Solicit from a Single Source document issued by the Department of the Interior, Bureau of Reclamation's Lower Colorado Region for payment of fees to the Arizona Department of Environmental Quality (ADEQ) for state-issued permits. The document justifies sole source procurement under FAR 13.106-1 since ADEQ is the only entity authorized to issue air quality and water permits in Arizona.
The procurement covers fees for five state permits for air and water, with a period of performance from January 1, 2025 to December 31, 2025, plus option years. The estimated cost is $69,405 for the five-year period. The rates are regulated by ADEQ per Arizona Administrative Code, with no discounts available to federal agencies, as all entities pay the same fees. The document was prepared by Harris Abellon and approved by Contracting Officer Nicholas Clements.
