Questions and Answers
• What is the estimated flow in the Blue River?
o We do not have an estimated flow at this time. The nearest stream gages that can be used are USGS gage 09444200 (approximately 7.5 miles upstream of project site on Blue River) and USGS gage 09444500 (approximately 21.3 miles downstream of the project site). Keep in mind that gage 09444500 is located on the San Francisco River after its confluence with the Blue River.
• What will be the estimated flow of water during the construction period.
o See above.
• Are there any restrictions on equipment in the work area?
o There are no restrictions placed on equipment by the government. There may be restrictions based on helicopter delivery weight requirements.
• Are the steel plates required to be galvanized?
o Steel plates and steel angles are ASTM A36, Hot Rolled as specified per ASTM standard A36/A36M – 19. Galvanization is not permitted.
• Attachment 3 Wage Determination - General Decision Number AZ20240007 3/22/2024 does not include a specific line for Laborer: Common or General. In this case, should we apply Executive Order 14026 and assume a minimum rate of $17.20/Hour?
o In accordance with FAR Part 22.406-3, the contractor must submit a SF 1444 for any labor classification that is not included in the General Decision applicable to the requirement. In this instance, propose the general/common laborer with an hourly rate of $17.20 per the EO and submit the SF1444 (included in this amendment) with price proposal. The SF1444 will then be submitted to the Administrator, Wage and Hour Division for approval.
• Many of the heavy lift helicopters are currently busy assisting with wildfire operations, and their availability may dictate when on-site activities can start. Will the government take this into consideration with regards to issuing the NTP?
o The government will consider availability of helicopters when issuing the NTP.
However, construction is only permitted between October 1, 2024 and February 28, 2025.
• Mobilization doesn’t have a quantity and a unit on page3/4 of the solicitation document o The quantity and unit associated with mobilization is 1 LS.
• Is there any work hour restrictions?
o There are no work hour restrictions.
• What is the radius on the crest wall and the toe of the barrier?
o The curvature matches that in the attached as-builts. See note 2 for the radius of the control line.

• Are angles required to be rolled to match the radius of the crest wall and the toe of the barrier?
o Rolling the steel angles is not required.
• Do the angles have to be continuous pieces, if not what is the minimum length required on the angles?
o Due to the curvature, cut the angles as necessary and maintain the bolt pattern detailed in the drawings as best as possible. while adhering to section 05 50 00
3.02 A.1. of the specifications. There is no minimum length, but each section must have two bolts on its top face. The same applies for the 8” steel plates on top of the crest wall.
• Can the angles have gaps?
o Abut angles where possible. Some gaps are expected due to curvature.
