Sources Sought Notice 140R3024R0003 , Structural Steel and Piping Repairs.

This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. The capability statements received will be reviewed to determine the quantity and availability of contractors who have the required experience, technical level of expertise, administrative and management capability to manage the services described below. The capability statements received will be used to determine the Bureau of Reclamation overall procurement strategy.

The Hoover, Davis, and Parker Dam facilities are equipped with multiple steel structures and piping systems which support components that carry liquids and gases, such as, water, oil, and compressed air, to various areas of the plant and dam. These structural and piping systems utilize structural steel and pipe ranging in size from 1/8-inch to 100-inches. System pressures range from 10 psi to 2300 psi. Materials include steel, copper, cast iron, PVC, aluminum, plastic, and all other materials used in commercial structural components and piping systems. Manufacturing methods include welded, threaded, flanged, grooved, and all other styles used for commercial piping systems.

The Bureau of Reclamation has a requirement for structural steel and piping repairs.

The following locations are:

Hoover Dam State Route 172 Boulder City, NV 89005

Parker Dam U.S. Highway 95 Parker Dam, California 92267

Davis Dam U.S. Highway 95 BullHead City, AZ 86429-8902

Contractors shall demonstrate in their capability statement the ability to do the following:

1. Replacement of piping systems and portions of piping systems due to deterioration. This work involves removal and replacement of old piping which is not serviceable due to corrosion, erosion, and cavitation.

2. Installation of new piping and new piping systems.

3. Modification of piping systems including re-routing piping and adding components to improve operations and maintenance of plant systems.

4. Repair or replacement of steel structures such as large gates, towers, trash-racks, hatch covers, pipe supports, steel frames, bracing, tank repair and various steel systems typically found at hydroelectric facilities.

5. Purchase and deliver pipe, fittings, components, and structural steel to the appropriate facility.

6. Provide contract personnel such as pipefitters, ASME/AWS certified welders, millwrights, journeyman plumbers, and other skilled trades to perform repairs.

The NAICS code for this requirement is 237110, Water and Sewer Line and Structural Construction. The small business size standard is $45M.

(1) Interested contractors must submit capability packages that include the following information: 1) Firm’s name, UEI, DUNS, address INCLUDING COUNTY/BOROUGH OF LOCATION WHERE WORK WILL BE PERFORMED SHOULD IT BE AWARDED TO YOUR COMPANY, telephone and fax numbers, business size and type (8)(a), HUB Zone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number.

(2) Demonstration of the firm’s previous experience (as a prime contractor or a subcontractor) performing services of this type. Contractors should submit a list of past projects that were similar in scope and complexity to the requirement referenced in this announcement. Offeror shall provide the project title, location, and detailed descriptions of the effort and how it was similar, the projects dollar value, contract award number, completion dates, and the customer’s name and telephone number.

(3) Capability statements are to be submitted not later than 1500 PDT on October 27th 2023. All responses to this Sources Sought notice, including questions, shall be provided to Bureau of Reclamation, LCR to the attention of Ronald (Scott) Pringle at rpringle@usbr.gov .
