Statement of Work for the Hoover Dam 20-ton Valve House Crane Controls Replacement

Summary

The Lower Colorado Dam’s Office requires the services of a contractor to install new radio control systems on two 20-ton Shaw Box cranes inside Hoover Dam’s Nevada and Arizona Valve House. Each wing has one bridge and trolley.

The new controls shall perform all the existing crane functions. The frequency of the controllers must be in the UHF range. The contractor shall replace the existing wireless control system with a wireless Magnetek MLTX2 or equivalent with the following salient characteristics:

• The receiver and the transmitter must be compatible.

a. All salient characteristics must be achievable with the selected receiver.

Mechanical:

• Side mounted key switch and code plug

• Hook mounted strap

• Nylon remote control housing, IP 66 environmental protection minimum

• NEMA 4, explosion proof enclosure; nylon housing

Electrical:

• Supply Voltage (Vdc) o (4) AA batteries o Rechargeable NiMH battery pack

• Radio Frequency o Synthesized RF o Between 419.800 and 419.850 MHz

• Inputs o 3 paddles, 1 each for: trolley (left paddle), main hoist (center), bridge (right paddle) o 4 toggles, 1 each for: trolley jog (left most), bridge jog (second from left), bridge brakes (third from left), on/off/start (right most) o Push button horn o 2 dual axis joysticks o 12 toggles o Mushroom E-stop o 2 speeds

• Outputs: Digital o Power and Battery LED indicators o LCD screen feedback (optional) o Full programmable screen feedback o Screen

2.0 CD screen

• Full system machine feedback providing modal information for speed, direction and any other pertinent information to a mode

• IP66 Environmental protection

The contractor shall remove the existing control systems, supply and install new control systems, lubricate all wire rope and drum gear sets, load test, and perform an annual inspection on the cranes after installation is complete. The contractor shall furnish all manpower, material, and equipment required to successfully complete this work.

After testing is complete the contractor shall provide training to Government personnel detailing the proper operation and maintenance of the furnished equipment.

Principle Work Items

1. Remove two existing crane control systems.

2. Furnish and install new equipment.

3. Lubricate all wire rope and drum gear sets on the cranes prior to load testing.

4. Perform function and load tests.

5. Perform annual inspections for both cranes.

6. Conduct operation and maintenance training.

Schedule

• Removal, installation, testing, and training shall be complete no more than 90 calendar days after work begins.

• Before onsite work can begin, the frequencies of both controllers must be sent to the Contracting Officer Representative (COR).

o These frequencies must be registered by the Government. This process is estimated to take 3 to 6 weeks.

If the frequency cannot be used, the Government will request a different frequency to be selected.

o The COR will notify the contractor when the frequency is approved at which time onsite work can begin.

Shipping

The contractor shall provide any required material via shipping FOB destination:

Hoover Dam Central Warehouse US Hwy 93, State Rte 172 Boulder City, NV 89005

Hoover Dam Central Warehouse business days are Monday through Thursday. Shipping and receiving hours are from 6:30 AM – 3:30 PM, Pacific Time, excluding federal holidays.

Equipment Supply

The contractor shall supply all equipment required to replace the control system. The new control system shall be a Magnetek MLTX2 or equal and shall include, at a minimum, one spare transmitter and one spare waist belt per crane.

Work Standards

Crane testing shall be conducted in accordance with applicable sections of ASME B30.2, 29 CFR 1910, and the Reclamation Safety and Health Standards.

Load tests shall be conducted at 125% of rated load. Water bags or certified solid test weights may be used, however, it shall be the contractor’s responsibility to clean and decontaminate any water bags in whatever manner is required to remove any invasive mussels which might be present on the bags.

Contractor shall complete all work in a workman-like manner.

Government Furnished Facilities, Equipment, or Material

Facilities - The following Government facilities shall be available, upon request by the contractor, at no charge for use in the performance of the work described above:

• Sanitary facilities - Existing restrooms.

• Electrical power - Single phase, 60-hertz, alternating current at approximately 120 volts.

• Compressed air - Pressurized source air at 80-100 psig.

• The Government will supply water from the station service water system which the contractor may use to fill test weight bags.

• The Government will operate all cranes during load testing.

The cost of furnishing necessary equipment and labor for conveying power, air, or water to the work area shall be included in the bid. Any equipment required shall remain the property of the contractor and shall be removed from the work area by the contractor upon completion of work.

Protection of Existing Installations and Structures

The contractor shall safeguard the existing facilities, installations, and equipment from any potential harm resulting from their operations using whatever means necessary.

Safety

The contractor shall comply with all requirements found in the Reclamation Safety and Health Standards.

The contractor will be required to sign and abide by the instructions in a special work permit. A blank sample is included as Attachment 3, Task Order No. 1 Sample Work Permit.

Access to Work Areas

Parking at the Hoover Dam is limited to 2 personal vehicles parked at the end of the Arizona ramp.

Trucks hauling equipment will be parked at the Hoover warehouse when not in use.

The contractor shall place identification labels, with the contractor’s name, on the windshield of each vehicle parked at any location on the Hoover Dam site. This shall not be required if the contractor’s name is prominently displayed at some other location on the vehicle.

Security

The operation of Hoover Dam and power plant requires continuous and effective security measures. Such security is carried out by security guard services, and the security regulations provide for controlled access to certain restricted areas including switch yards, power plants, and other critical areas. The https://www.usbr.gov/ssle/safety/RSHS/rshs.html contractor shall be responsible for ensuring that it’s employees comply with all established security rules and regulations including, but not limited to, the following:

a) Contractor work areas - All areas where work is required under this contract are designated as contractor work areas. The COR shall designate suitable access ways to these work areas for use by contractor personnel. Unless specifically authorized, contractor personnel shall be restricted to these areas. It shall be the contractor’s responsibility to ensure that its personnel remain only in these designated areas.

b) Identification of contractor personnel - All contractor personnel who require access to the work areas shall successfully apply for and have issued to them a personal identity verification (PIV) card.

Identification badges shall be furnished by the Government. All other costs of complying with the above security requirements shall be at the contractor’s expense and shall be included in the proposal price.

Submittals

The contractor shall submit a site-specific safety plan and job hazard analysis to the COR at least seven

(7) days before starting work in the work areas for each load test. The contractor shall submit both the annual inspection and load test certificates/reports to the COR for each crane.

The contractor shall provide the frequencies of the controllers before onsite work begins.

The contractor shall provide the following equipment information for each controller:

1) Equipment Information

a. Manufacturer/model/year

b. Device location

i. LAT/LONG in WGS 84 datum of degree, minutes, seconds

c. Frequency

d. Serial number

The contractor shall submit cut sheets and written operating and maintenance instructions for all equipment furnished.

The contractor shall submit acceptable copies of all submittals before final payment will be processed.

Questions and Answers:

1) Question: Mechanical section specifies "explosion proof enclosure" but no rating is provided.

Please provide the desired rating.

Answer: The enclosure referenced pertains to the receiver enclosure. NEMA 4 rating is sufficient, 'explosion proof' not required. The transmitter should be all weather type for use indoors or outdoors.

2) Question: Model MLTX2 is requested however the desired capabilities will not fit within the MLTX2. May offerors provide a similar but larger model to accommodate all desired functions?

Answer: Incorrect information was provided for controller inputs. Controllers should be similar to those already updated for similar cranes. Controller functions should be 3 paddle, 4 toggle with horn and e-stop. Left paddle to control Troller movement. Center Paddle to control main hoist. Right paddle to control bridge movement. Toggles control Trolley jog, bridge jog, bridge brakes and of/on/start. For further detail see controller pictures attached.

3) Question: Will the government provide a Post Exhibit for the sites staffing requirements?

Answer: A post exhibit is not available. The current contractor often flexes availability based on mission needs.

4) Question: Please provide the original telemotive job number or specifics on desired functions for the joystick and all 12 toggles.

Answer: Per the drawings the Telemotive job number appears to be R5896 and R5897. Joystick and 12 toggle requirement was mistakenly input on this project, see responses above.

5) Question: Please clarify what information is desired with "screen feedback" and how the current system feedback is/will be sent to the radio controller.

Answer: Screen requirement was added due to other current controllers having a screen. The screen is not required for these controllers. If a screen type controller is provided, information desired would be functional data such as; information on mode in use (trolley, bridge, main hoist, or aux hoist) speed, direction, etc.

6) Question: Please confirm only the radio control systems require replacement. Other crane control system may remain in place.

Answer: The remote controller and associated receiver system is what requires replacement.

7) Question: For load testing, how far is the water source (ie. Spigot) located from the testing area? What size is the current water connection?

Answer: There is a 3" line reduced down to 1/2" industrial fitting approximately 20' away. For testing the line could be reconfigured up to a 3" connection.

8) Question: For load testing, is a water drain available and how far from the test area is such a drain?

Answer: Yes, a 3" drain is approximately 20' from the test area.

9) Question: Provide hook height from floor when hook/block are in the upper most position.

Answer: The hook is approximately 45' from the floor.

10) Question: Provide pictures of area, cab, current control panels, and work area.

Answer: Please see images in Attachment 10.

11) Question: There are some old Telemotive receiver drawings sent in, but I can’t read the old Tele job number. Please provide the Telemotive job number from the drawing.

Answer: Per the drawings the Telemotive job number appears to be R5896 and R5897.

12) Question: Is there going to be a job walk for the Task Order for the bid? We will need to see the cranes to be able to bid this one correctly.

Answer: A site visit is scheduled for Thursday, November 16, 2024 at 10:00 am PT at Hoover Dam. Please RSVP by November 15 to Kristen Turner at khturner@usbr.gov .

13) Question: On Attachment 2, page 2, section “Equipment Supply” are you requesting one spare transmitter per crane or one spare total for both cranes?

Answer: One spare transmitter and waist belt per crane. (See revised Attachment 2).
