About this file
This document is a set of Questions and Answers related to a solicitation for an Arc Flash Analysis for the Yuma Area Office (YAO) of the Bureau of Reclamation. The solicitation, numbered 140R3024Q0088, is for the YAO Arc Flash Analysis - Base Year.
The key details include:
- The government has provided one recent one-line drawing for the highest-powered motors in the wellfields, but no other one-line diagrams or previous reports are available.
- The option years would involve analyzing all locations initially, then approximately 25% of sites per year after that, as the Arc Flash analysis is required every 3 years.
- There is no existing one-line diagram for each site, but the sites are generally similar in a 100x100 feet or less outdoor space within a 50-mile radius in Yuma, AZ.
- The government requires the Arc Flash Analysis and labeling to be completed within 240 days from the performance start date.
- The solicitation has no incumbent, as the work was previously performed by the Reclamation Technical Services Center in Denver, but is now handled by the local YAO office.

Questions for YAO Arc Flash Analysis
1. Would you please provide an equipment list, electrical one-line drawings, and/or previous reports?
a. Most recent one-line drawing attached is for our highest-powered motors of the wellfields. All other sites will be of equal power or less than what is attached.
Setup is generally the same throughout the wellfield, for motors and starters for 400HP down to 75HP. Only a few locations will only have meters, disconnects, starters, and main breakers only. However, there are no previous reports and the last time this was done roughly 10 years ago.
2. Would you please clarify how we are to price the option years?
a. Option years would look like all locations being analyzed on the initial year
(except for the 242 Half Wells18.5,19.5and 20.5) and then roughly 25% of sites every year after that, the Arc flash is due every three years.
3. Is there a one-line diagram for each site? The Government has provided only one that is available. No other sites have one-line drawings, but all sites are generally similar.
4. Are one a line diagrams of each site available or at least a listing of electrical equipment for each site. Equipment would be the electrical panelboards, switches, transformers, etc that are in the scope of work. If diagrams are not available, the contractor needs to have some sense of how long it will take to walk the sites and manually gather all relevant data.
a. Please reference questions above for one-line drawings. All sites are within a 100x100 feet or less space outdoors. It shall be listed. Each site may be ¼ mile from each other within the same wellfield while all locations are 50-mile radius in Yuma, AZ.
5. Is there a map of equipment so I can have an idea of how far the equipment is from its power source?
a. All electrical panels are roughly 100ft or less from powerline transformer. Some locations may have meter cabinet by local power company on site, within the same cabinet setup.
6. Are there other relevant factors that are relevant like is the equipment in the desert? Easy to access?
a. All sites must be driven within the 50-mile radius of Yuma, AZ while each wellfield has their sites within ¼ mile of each other.
7. We are planning to form a partnership with another local electrical company. I was wondering about the licensing requirements: do both parties need to be licensed, or is it only the personnel performing the job on-site who require a license?
a. Only the person conducting the inspection and analyses should be a licensed electrical engineer. And provide your subs name at the time you send your quotes in.
8. This is firm fixed pricing: how will the invoicing occur? Is there allowance for progress invoicing at milestones?
a. This will be discussed with the awardee.
9. Has any of this work been completed in the past? If so, are there one-lines and software models that will be provided as a starting point? If it has been completed in the past, and no prior data is shared, is the previous period awardee one of the current interested bidders?
a. Our Denver EE’s have conducted these in the past, 10 years ago, but our local office does not have or use this information. Also, our current agreement is continually being delayed and our local staff does not conduct these analyses.
10. This solicitation requests: “Delivery – The delivery date shall be no later than 45 days after award. Provide a proposed delivery date in your quote.” Does this mean that you require all field collection work as well as all engineering and modelling to be completed and a final report issued within 45 days of contract award? Subsequent years?
a. This is an error. Should read 240 days from performance start date.
11. Is there an incumbent on this or is this a brand new project? if yes, could you please provide us with their award number
a. Only performed in the past by our Reclamation Technical Services Center in Denver.
12. Is there a one-line diagram for each site?
o Same as question #1.

14. -Do you have any previous/existing power studies reports and/or models for the sites?
a. No.
15. -Related to the modelling and analysis software used to perform arc flash studies – we are proposing the latest version of ETAP 24.0.0 (2024 version). Is this acceptable or do you prefer different power analysis software?
a. Do not know the software requirements. No issues with which software is used.
Only require arc-flash labeling.
Section VIII- LICENSING REQUIREMENTS (page 20):
16. Offeror must possess a 30-hour Occupational Safety and Health Administration (OSHA) safety card. Does this requirement refer to all engineers and electricians that will perform/attend data collection? Our engineers typically have OSHA 10-hour training and the electricians OSHA 30-hour.
a. 10-hour is acceptable for the engineer.
17. Electrical C-10 License (High-Voltage). Are we expecting any energized equipment above 480V to be opened for data collection?
a. No. All sites are 480v.
18. NFPA and/ or NICET certification – What type of NFPA certification is acceptable (CFPS, CFPE, etc.)? Same for the NICET certification - what level is acceptable (4 levels: I-IV)?
