Q&A for Solicitation 140R3023Q0023 Transformer Oil Testing BPA

Q: Type of Description 1-4 --- For the test reports, can this be sent via electronic mail instead of shipping to Bureau of Reclamation?

A: The test reports can be sent via electronic mail.

Q: Also, can you specify the types of oil that need an annual testing and analysis? As per SOW, it is only indicated as dielectric oil. Is there a specific types of oil you require for the testing.

A: The oil type is Transformer Mineral Oil.

Q: Lastly, how would you want the quote submitted?

A: All quotes shall be submitted via email to bwilliamson@usbr.gov Q: What tests are to be included in the “Oil Screen”, unfortunately in our industry there is no universal definition of an oil screen?

A: The oil screen test is like a visual test for visual characteristics of the oil, ie color, smell, deposits, etc.

Q: For corrosive sulfur testing, we will be quoting ASTM D1275, please advise if another corrosive sulfur test method is needed.

A: The ASTM D1275 standard is fine for the corrosive sulfur test.

Q: TRANSFORMER OIL TESTING PACKAGE:

DGA

Oil Screen = Moisture, IFT, Acid Neut, Color, Visual, Specific Gravity, Dielectric breakdown D877, Dielectric breakdown D1816_2mm, Power Factor @ 25C, Power Factor @ 100C, Oxidation Inhibitor, Metals.

Can you confirm that all these tests are required under the pricing for TRANSFORMER OIL TESTING PACKAGE?

A: In section 1-1 of the statement of work document, all of the required tests are listed.

The work to be performed includes, but is not limited to, the following:

1. Vendor to provide annual testing and analysis for transformer oil samples to include the following test types:

· Oil Screen

· Dissolved Gas Analysis

· Karl Fischer Moisture

· Power Factor

· Oxidation Inhibitor

· Metals

· Furan Analysis

· Corrosive Sulfur
