1. Background
Hoover uses the Schneider Electric (SE) Quantum PLC for starting, synchronization, protection and monitoring of 17 generators. The Quantum PLC reached the end of sales date on Dec 2019. The lack of available spares and support compromises the reliability of power generation and water distribution, as well as present a financial and safety risk to operations. The generators require new hardware to continue to function reliably.
The software needs to be updated to run on the updated hardware. The project files currently use Unity Pro XL V13.0 with Libset V6.0. Hoover Dam runs these project files on 17 generation units, however, the project files are uniform for all the units. Project files consist of a mixture of ladder logic, structured text and functional block diagrams (FBDs). Communication between the units consists of Modbus over TCP/IP, Modbus and serial connections.
2. Scope
The contractor converts the Schneider Electric (SE) Unity Programmable Logic Controller (PLC) project file from the Quantum PLC to the M580 Programmable Automation Controller (PAC) for the seven different project files types used at the Hoover Dam. The converted file shall have minimal changes to the hardware layout of the control cabinets and retain all the functionality of the old project file. The contractor conducts on site testing of the converted project file and is able to provide on site support after project completion.
3. Objectives
Update the current Quantum PLC system to the M580 PAC system such that Hoover generation units retain all functionality using Unity Pro XL or compatible program. The conversion should not require major hardware configuration changes for the rest of the cabinet. Increase the reliability of the system through the availability of spare parts by converting to the newest, compatible control system.
4. Tasks
a. Convert Unit Control Cabinet (UCC) PLC project file from Quantum PLC to M580
PAC.
b. Convert Governor Control Cabinet (GCC) PLC project file from Quantum PLC to
M580 PAC.
c. Convert Transformer Monitoring Cabinet (TMC) PLC project file from Quantum PLC to M580 PAC.
d. Convert Pressure Relief Valve (PRV) PLC project file from Quantum PLC to
M580 PAC.
e. Convert USA RTU PLC project file from Quantum PLC to M580 PAC.
f. Convert Center Section Breaker (CSB) RTU PLC project file from Quantum PLC to M580 PAC.
g. Convert Transfer Bus Control Cabinet (TBCC) RTU PLC project file from
Quantum PLC to M580 PAC.
h. Conversion tasks may include:
i. Importing logic sections from project files.
ii. Functionally and Structurally organizing logic sections.
iii. Edit logic sections for Derived Function Blocks (DFBs) that contain functions that are no longer supported in the M580 architecture.
iv. Write additional logic in order to support the use of four tasks instead of five tasks, but keep scan rates of logic sections the same as they are on the Quantum platform.
v. Derived Data Types (DDTs) can expand in size when going from Quantum to M580 architecture which can result in memory overlapping.
vi. Memory mapping to be documented for use by other devices
vii. Write additional logic for new BMX ERT 1604 module that will replace the
GPS module used in the Quantum architecture h. Re-map variable memory locations such that they follow new architecture rules and there is no memory overlap
viii. Re-map memory locations on input pins of DFBs where required
i. Conduct successful live test of each project file
j. Develop and instruct method for converting .DTX files from Quantum PLC to
M580 PAC.
k. Provide on-site deployment assistance (20 hours) available over the next year after delivery of files.
5. Delivery
a. Stakeholder meeting / Initial project discussion
b. Test Bench UCC project file on M580 platform
c. Test Bench GCC project file on M580 platform
d. Test Bench TMC project file on M580 platform
e. Test Bench PRV project file on M580 platform
f. Test Bench TBCC project file on M580 platform
g. Test Bench USA RTU project file on M580 platform
h. Test Bench CSB RTU project file on M580 platform
i. Test Bench .DTX file on M580 GCC project.
j. Mid term progress meeting / Testing discussion
k. Documentation on major changes and any known issues
l. Close out meeting
6. Government Furnished Equipment
The Government will supply the M580 PAC system for the test. The Government will give access to the contractor use of the Hoover test lab to conduct the test of the project file. The contractor shall be escorted by Hoover personnel during the testing and support.
7. Evaluation Criteria
The following criteria shall be used in the evaluation of the information provided by the potential contractors for the modernization work to be performed in Reclamation’s Hoover Dam facility.
a. Technical Adherence to this specification
b. Ability and response time to provide on-site support
c. Time required to complete the conversions
d. Cost
8. Qualifications
The contractor shall have a minimum of five (5) years of experience with the Quantum and M580 PLC systems. The contractor shall be certified as a partner in the Schneider Electric System Integrator Alliance program for EcoStruxure Plant – Control Systems (the replacement for the Unity system). The contractor shall provide the Schneider Electric Alliance Partner number. The contractor shall only used US owned and based employees.
9. Period of Performance
The maximum period of performance shall be from June 2022 to March 2023.
The conversion of the projects files may be completed at a location of the contractor’s choice.
Final testing shall be done at the test lab in the Hoover Dam.
SITE ACCESS: Normal working hours at the Hoover Dam Powerplant and Dam are from 6:30 AM to 5:00 PM Monday through Friday. Required clearance limits will be coordinated with the COR. Contractors access to the site will be coordinated with the COR. Schedule and coordinate work with the COR.
The contractor is responsible for providing personal protective equipment (PPE) for all contractor employees and subcontractors. At a minimum, the PPE required includes hardhats, safety glasses, hearing protection, and steel toed boots.
