About this file

This document contains questions and answers related to solicitation number 140R3021R0024 for Reach 4/5 Native Fish Monitoring in California. The solicitation is seeking contractors to conduct presence/absence surveys for razorback suckers and other native fish species at known and potential spawning aggregations on the Lower Colorado River. The Bureau of Reclamation is the contracting agency. Services required include larval fish identification and sampling, with identification to species level expected for razorback suckers but not necessarily for all samples. Permits needed will depend on the applicable state and federal regulatory requirements. Data submission will be through the MSCP's external Sharepoint site. While sub-reach boundaries were proposed in the solicitation document, contractors will have flexibility to define their own sub-reach boundaries to fulfill the performance work statement requirements.

PROJECT NAME: REACH 4/5 NATIVE FISH MONITORING

SOLICITATION NUMBER: 140R3021R0024

1. Can the Bureau provide the full reference cited in the PWS or, better yet, make these documents available (e.g. Hass at al. 2020)?

Answer: These are on the MSCP website https://www.lcrmscp.gov/reports/2019/c64_intrep_2019.pdf

2. Will the Bureau require or larval identification, or be able to expertise to confirm the species identity of larval suckers? If larval identifications are required, do all samples need to be identified, measured, and staged? If not, can a subset be identified, measured, and staged?

Answer: Not all samples need to be identified. It is expected that the contractor will be able to determine if they are razorback sucker. These are presence/absence surveys to help confirm spawning at known/expected spawning aggregations and to possibly identify others. For instance, if larvae are found upstream of the current spawning aggregation, then we could assume there is a potential additional spawning aggregation upstream.

3. What types of permits does the Bureau anticipate will be required for this work, i.e. is this an experimental population that does not require a recovery permit or similar federal approval, and therefore state SCPs will suffice?

Answer: The Bureau does not handle permitting for the various states and federal entities associated with this section of river or the species. This question will need to be directed to those agencies.

4. Document No. 140R3021R0024, Reach 4/5 Native Fish Monitoring, FY2021, Page E-7, Paragraph (1). Refers to “hard copies” and “packaging” but it is our understanding that all submissions are to be electronically via email. Please clarify.

Answer: The Performance Work Statement does not contain the language referenced in the question ( “hard copies” and “packaging”). The data submission requirements are outlined in the PWS Appendix 1, and data will be delivered electronically through an MSCP external Sharepoint site which will be assigned for the project.

5. Document Solicitation: 140R3021R0025 Reach 4/5 Native Fish Monitoring Attachment 1, Performance Work Statement, undated, Page 5 of the pdf (the document is unpaginated), Paragraphs 1, 2, and 3. We would like a clearer understanding of the https://www.lcrmscp.gov/reports/2019/c64_intrep_2019.pdf boundaries of the sub-reaches as proposed in the Performance Work Statement. Could a map be provided? If not, we request clarification on whether there is or is not a sub-reach between C7 backwater and Walter’s Camp, or do other sub-reaches cover this section of the river and the location names given in the Performance Work Statement are only for general reference?

Answer: The boundaries outlined in the PWS were hypothetical. The contractor will be able to create their own sub-reaches and boundaries to fulfill the requirements of the PWS.
