Questions and Answers
Question 01: Is there a page length limit for the proposal?
Answer 01: No, there is no page limit.
Question 02: Is there a preferred format for the proposal?
Answer 02: No, there is not a required format.
Question 03: Do the evaluation criteria for the solicitations (technical approach, experience, past performance, price) have weighting factors or is each considered to be equally important?
Answer 03: In accordance with FAR 13.106-1(a)(2), it was determined that stating a relative importance assigned to each evaluation factor is not required or in the best interest of the Government.
Question 04: Would like to respectfully request a week extension in order to submit a quote.
Answer 04: The quote due date is extended to September 4, 2019, at 10:00 am PT.
Question 05: How much control can be placed on the level of effort for the task described as ‘compile additional data as requested by Study Participants’?
Answer 05: The contactor should compile data from 2009 to 2019 not to exceed to exceed 40 hours of work.
Question 06: What date does the existing model need to be updated to (December 2018, July 2019, etc)?
Answer 06: This can be negotiable, but should be suggested in the RFP.
Question 07: What date does the future modeling extend to?
Answer 07: 2060
Question 08: Can the monthly updates/summaries be done remotely (e.g., via webinar) or must they be at the ADWR office?
Answer 08: Monthly updates are with Reclamation, not ADWR and can be done remotely.
Question 09: Can the meetings to review the technical results of the updated model by done remotely via webinar?
Answer 09: Yes
Question 10: Row 55 of the Price Schedule xlsx file lists ‘Technical Memorandum’. What is to be included in this technical memorandum?
Answer 10: Technical Memorandum details are described on Performance Work Statement (PWS) page 2 of 7 Section IV: Deliverables and page 5 or 7 section VII: Reports B.
Question 11: For the requested maps, how many time periods should be included, and through what date (2018, 2025, etc)?
Answer 11: Requested maps for depth to water and water level elevation through time (PWS VII.
Reports: D. Draft Report, 1. Creation of maps page 5 of 7) should include a maximum of 4 time periods.
Question 12: For the requested maps that do a pairwise comparison of scenarios, how many scenarios are assumed?
Answer 12: There will be eight planning scenarios. (PWS Page 1 of 7)
Question 13: For preparing ‘representative hydrographs’, approximately how many hydrographs should be assumed?
Answer 13: Using GWSI data, extract data for township and range within the study boundary which contains relative long-term record to reflect groundwater development history. Use the ADWR Modeling Report #26 for hydrograph locations.
Question 14: For the subsidence map, what time period or periods should be assumed? Should it be total subsidence or subsidence within each model layer?
Answer 14: Use inSAR data measured by ADWR. Total subsidence should be used with 3 time periods
Question 15: For the sub-basin water budgets, how many sub-basins should be assumed?
Answer 15: Two groundwater sub-basins including Eloy and Maricopa-Stanfield.
Question 16: Can the Subsidence package in Groundwater Vistas Version 7.x be used instead of the SB- WT package?
Answer 16: Yes.
Question 17: Who is expected to process the "CAP:SAM" model output for MODFLOW input? Will someone from CAP be available to do this work under our guidance?
Answer 17: Yes, CAP will be available to do this work under the contractor’s guidance.
Question 18: How many driller logs are anticipated for review?
Answer 18: Based on ADWR Well55 database, identify wells drilled after 2009 in Pinal AMA, especially in geology data gap areas shown on Figures 4, 7, and 11 of ADWR Modeling Report No. 26, analyze driller logs and supporting geophysical logs for revised geology interpretations for UAU, MSCU, and LCU layer contact elevations.
Question 19: How many aquifer tests are anticipated for review?
Answer 19: Collect and analyze up to 20 additional aquifer test data that were performed after 2009 and used these data as primary information to update aquifer parameter distributions.

Answer 20: RESERVED
Question 21: RESERVED
Answer 21: RESERVED
Question 22: First, we request a three week extension for proposal submission as two weeks is clearly not enough time to develop a meaningful proposal and cost estimates for a project of this size and complexity. We would request that the deadline for submission be revised to Friday, September 13, 2019.
Please confirm if this can be done.
Answer 22: The quote due date is extended to September 4, 2019, at 10:00 am PT.
Questions 23: There are serious issues and deficiencies in the AZ-DWR model that will require considerable rebuilding as well as recalibration. If we identify these deficiencies in the proposal and again during the task of the model review, can that lead to additional funding and time to mitigate this issue. We had the same problem with another model in another Basin Study and I know this is a problem that affects time and funding, as well as project success. This included the fact that the model needed to be rebuilt and was not compatible with Climate change data generated by USBR technical services group in support of the Basin Study. We can specify the limits of our proposed work and delineate this in our task and budget assumptions. Any model deficiencies will be identified with recommendations for future phases of work provided.
Answer 23: The quote should be based on the current scope. Identifying model deficiencies is provided under PWS V. Task B.1.a. The deficiencies should be resolved in PWS Section V. Tasks B.2. Revisions to Existing Model.
