Questions and Answers
Question 01: Can the original bond documents be electronically scanned and submitted with the electronic submittal package, and then have the original bond documents in the mail? This would show the bonds being issued by the stated time, and the original documents are forthcoming.
Answer 01: In accordance with RFQ Section L, L.13 FAR 52.228-1, the original/hardcopy bid bond must be received by the quote due date.
Question 02: When the clearing and grubbing activities occur and there are native materials that have been cleared, do these materials need to be hauled away, or can they be spread or stockpiled elsewhere so that the native material can go through a natural decomposition process? Will all the protected species of plants be identified before construction begins?
Answer 02: Disposal of nonhazardous organic waste materials shall be hauled to stockpile A-
105.3 indicated in drawing 423-303-3285. A list of endangered and threatened species can be obtained HERE1 (http://ecos.fws.gov/tess). All grubbing and clearing of endangered species are approved along the fence alignment. This includes the excavated trench during fence installation and where riprap is indicated, all other areas are prohibited from endangered species removal.
Question 03: Will there be a requirement for traffic control on the public roadway near the project work site? Or can this be an activity where construction signs are setup and the construction workers will be mindful to keep the public out of the project work areas?
Answer 03: Traffic control must meet MUTCD Part 6 requirements (2009 MUTCD Rev. 1&2)2
(https://mutcd.fhwa.dot.gov/kno_2009r1r2.htm). The contractor will provide signs, safety barriers, barricades, danger signals, flasher lights, and other temporary traffic control devices as required to protect work and public safety. The contractor will provide one unobstructed, smooth, and dustless passageway for traffic through construction operations.
Question 04: What kind of compaction is expected/required for the backfill of the excavation to install the fencing?
Answer 04: Compaction with crawler-type tractors, vibrating drum rollers, surface plate vibrator, or similar equipment shall compact in horizontal layers to compacted thickness of 12 inches or less. Compaction with hand held impact tampers, vibrating plate tampers, or small tamping equipment shall compact in horizontal layers to compacted thickness of 6 inches. As http://ecos.fws.gov/tess http://ecos.fws.gov/tess https://mutcd.fhwa.dot.gov/kno_2009r1r2.htm https://mutcd.fhwa.dot.gov/kno_2009r1r2.htm indicated in drawing number 423-303-3288, backfill along the fence alignment shall be native material. Also indicated in drawing number 423-303-3286, construction of O&M access road shall use existing wash fan material as shown on the drawing.
Question 05: I see mixed information about surveying. Will there be survey markers for the fencing locations? Also, will the O&M access roads be surveyed? Will there be elevation information on any surveying?
Answer 05: The contractor shall be responsible for surveying and the proper alignment of the fencing. Drawing number 423-303-3286 provides approximate elevations, coordinates, road/ford dimensions and fencing alignments. Fence alignment and top of fence, shall be within a 0.25 foot degree of accuracy. Subgrades and gravel surfaced roads shall be within 0.1 foot accuracy.
Question 06: How accessible are the stock piles for the rip rap and the road base materials? We did not go visit those locations, so I am not sure how much room there is for equipment to load, turnaround, or if there is enough access to begin with, or if access needs to be created in order to load the material and haul to the job location. Are there any pictures available that displays the accessibility?
Answer 06: There are two stockpile sites that can efficiently be used, the southern stockpile located at river mile 105.3(4.8 miles from construction site) has a minimum 25’ wide road section into a 300’x 900’ pad of which 42,750 sqft is unused space. The stockpile site to the north located at river mile 110.8 (.7 miles from construction site) is located directly on the levee road with 18,500 sqft of unused space. The quantities of material are located on drawing number 423-303-3285. Both locations have adequate access, loading, and turnaround space.
Question 07: Weight restrictions on bridges.
Answer 07: As for bridge access, River Road Bridge which is on River Mile 104.3 (almost 6 miles south of the site) has an Operating Rating of 67 tons. The bridge on river mile 100 near the Ox Bow BLM land has an Operating Rating of 47 tons. You also have Route 10 about 11 miles north of the site. This should not affect the project as any trucks used for hauling won't be crossing the bridges while being loaded.
