About this file
This is a Justification and Approval for Other Than Full and Open Competition document for a federal contracting action by the Bureau of Reclamation's California Great Basin Region.
The document justifies a sole-source Blanket Purchase Agreement (BPA) with YSI, Inc. (Xylem Analytics) for YSI EXO and ProDSS water quality sondes, replacement parts, accessories, and repair and maintenance services. The BPA will run from September 1, 2026 to August 31, 2031 (five-year ordering period) and serves as a follow-on to the expiring BPA 140R2021A0030. The requirement supports ongoing water quality monitoring activities across the California Great Basin Region's multiple field and area offices. YSI, Inc. is identified as the original equipment manufacturer and sole provider of the specified equipment and authorized repair services. The justification cites statutory authority under 41 U.S.C. 1901 (only one responsible source using Simplified Acquisition Procedures) as the legal basis for the non-competitive award. Market research efforts, including a Sources Sought Notice posted on SAM.gov on May 28, 2026 (with responses due by June 5, 2026) and searches of commercial vendor websites, SBA Dynamic Small Business Search, GSA sources, AbilityOne, and UNICOR, yielded no alternative sources capable of providing compatible equipment and services. The document emphasizes that the Government's existing investment in YSI systems, personnel training, and established standard operating procedures make transitioning to alternative manufacturers impractical due to incompatibility risks, data integrity concerns, and substantial additional costs. Fair and reasonable pricing will be determined through comparison of proposed pricing to historical pricing under the previous BPA, the Independent Government Cost Estimate, and current commercial market rates.

5. Demonstration of Contractor’s Unique Qualifications (FAR 6.104-1(a)(5)).
YSI, Inc. (Xylem Analytics) is uniquely qualified to fulfill this requirement because it is the original equipment manufacturer (OEM) and sole provider of YSI EXO and ProDSS water quality sondes, OEM replacement parts, and authorized repair and maintenance services required to support Reclamation’s existing monitoring systems. YSI has confirmed its sole-source status in a letter provided to the Contract Specialist stating that it is the sole manufacturer of YSI EXO and ProDSS equipment, the only authorized source for OEM replacement parts, and an authorized and certified provider for repair and maintenance services for YSI instrumentation.
Reclamation currently utilizes YSI EXO and ProDSS systems throughout the CGB Region for ongoing water quality monitoring activities. These systems rely on proprietary hardware, firmware, sensors, software integration, and calibration protocols that are not interchangeable with other manufacturers’ equipment. Compatibility with existing systems is essential to maintain continuity of long-term environmental datasets, ensure data integrity, and support established monitoring protocols across multiple field and area offices.

(01/2026)
The CGB Region has made significant investments in YSI equipment, associated accessories, and personnel training. Staff are trained in the operation, calibration, troubleshooting, and maintenance of YSI systems, and agency-specific standard operating procedures have been developed around this instrumentation. Transitioning to an alternative manufacturer would require substantial additional investment in new equipment, software, training, and procedural development, and would create operational disruption and potential loss of data comparability across monitoring programs.
Use of non-OEM parts or third-party repair services would create incompatibility risks, compromise calibration integrity, increase equipment downtime, and potentially impact the reliability and defensibility of collected monitoring data. YSI, Inc. is the only known source capable of providing fully compatible replacement parts, system components, and factory-authorized repair and calibration services that maintain original equipment performance specifications and warranty compliance.
Previous procurement history also demonstrates YSI’s exclusive ability to meet the Government’s requirements. The current BPA (140R2021A0030) for similar requirements was awarded on a sole source basis due to the proprietary nature of the YSI EXO and ProDSS systems and the lack of interchangeable alternatives. Additionally, a Sources Sought Notice issued for this requirement resulted in no responses from capable vendors.
6. Description of efforts made to maximize competition (FAR 6.104-1(a)(6)).
Reclamation utilized various methods to maximize competition, including posting a Sources Sought Notice and conducting market research through commercial vendor websites, SBA Dynamic Small Business Search (DSBS), GSA sources, and mandatory source reviews through AbilityOne and UNICOR. The Sources Sought Notice invited interested vendors to submit capability statements demonstrating experience providing YSI equipment or repair services, identification as the OEM, authorized distributor, or authorized repair provider, and documentation supporting their capability to provide YSI-compatible equipment and services.
Additional market research included review of previous procurement history and searches using the keywords “YSI EXO Sensors” and “YSI ProDSS water quality sondes” under NAICS code 334513. No responses were received to the Sources Sought Notice, and market research did not identify any other capable sources able to meet the Government’s requirements for compatibility, interoperability, and authorized repair support.
7. Determination of Fair and Reasonable Cost (FAR 6.104-1(a)(7)).
The Contracting Officer will determine that the proposed price is fair and reasonable in accordance with RFO 12.204. Because only one responsible source is available, the
140R2026Q0084 Page 4 of 6 eFile - B02
(01/2026) determination will be documented in the contract file and based on price analysis techniques including comparison of the proposed pricing to historical pricing under previous BPA 140R2021A0030, comparison to the Independent Government Cost Estimate (IGCE), and evaluation of pricing consistency with current commercial market rates for similar OEM equipment and services. These methods will provide an adequate basis to determine the proposed pricing is fair and reasonable.
8. Description of Market Research Conducted (FAR 6.104-1(a)(8)).
Contracting Officer (CO) conducted market research to determine whether any additional vendors could provide YSI EXO and ProDSS water quality sondes, replacement parts, and repair and maintenance services compatible with the equipment currently used throughout the CGB Region. Review of previous procurement history showed that the current BPA (140R2021A0030) for similar requirements was awarded to YSI, Inc on a sole source basis due to the proprietary nature of the equipment and compatibility requirements.
A Sources Sought Notice was posted on SAM.gov on May 28, 2026, with responses due by June 5, 2026. The notice requested capability statements from interested vendors demonstrating experience providing YSI equipment or repair services, identification as the OEM, authorized distributor, or authorized repair provider, and supporting documentation demonstrating capability to provide YSI-compatible equipment and services. No responses were received.
Additional market research included searches of commercial vendor websites, SBA Dynamic Small Business Search (DSBS), GSA sources, AbilityOne, and UNICOR using the keywords “YSI EXO Sensors” and “YSI ProDSS water quality sondes” under NAICS code 334513. These searches did not identify any additional capable sources able to provide fully compatible OEM equipment, replacement parts, or authorized repair services meeting the Government’s requirements.
YSI, Inc also provided a sole source letter confirming it is the OEM, the only authorized source for OEM replacement parts, and an authorized and certified provider for repair and maintenance services for YSI products. Based on these efforts, Reclamation determined that YSI, Inc is the only responsible source capable of fulfilling this requirement.
9. Any Other Supporting Facts (FAR 6.104-1(a)(9)).
The Government’s existing inventory of YSI EXO and ProDSS systems represents a significant investment in equipment, accessories, software integration, and personnel training. These systems are currently deployed across multiple field and area offices
140R2026Q0084 Page 5 of 6 eFile - B02
(01/2026) within the CGB Region and are integrated into established monitoring programs and standard operating procedures.
Compatibility with existing YSI systems is essential to maintain continuity of long-term environmental datasets, ensure consistency of calibration and monitoring methodologies, and avoid disruption to ongoing water quality monitoring operations. Use of non-compatible equipment or non-authorized repair services could compromise data integrity, increase equipment downtime, and require substantial additional investment in replacement equipment, retraining, and procedural redevelopment.
The requested BPA will support recurring operational requirements for equipment, replacement parts, and repair services necessary to maintain operational readiness of existing monitoring systems and support Reclamation’s ongoing environmental monitoring responsibilities.
