Performance Work Statement – Grove TMS 500-2 Crane Repair
This Performance Work Statement (PWS) defines the non-personal services contract requirements for repairing the Grove TMS 500-2 crane (Serial No. 237896) operated by the Central California Area Office (CCAO), Bureau of Reclamation. The contractor must return the crane to operational status in full compliance with manufacturer specifications and applicable safety standards. The crane is currently out of service and is critical to CCAO operations, specifically for lifting and lowering shutter panels and reconfiguring FOD shutters to achieve downstream temperature targets as requested by the Central Valley Office (CVO). All repair work must be performed at the contractor's facility, though the crane is located in Folsom, CA. The contractor is responsible for furnishing all labor, parts, tools, equipment, materials, supervision, transportation, and management necessary to diagnose, repair, test, and return the crane to service. The period of performance is 60 days after receipt of order (ARO).
The contractor must deliver four key deliverables: a Repair Plan within 5 business days ARO or after initial diagnostics; a Final Repair Report detailing work performed, parts installed with part numbers, applicable photos, and recommendations; Test Documentation including functional test checklists, load test certificates if performed, and calibration records; and a Warranty Certificate specifying coverage terms for parts and labor. Performance standards require meeting approved schedule milestones, ensuring repairs conform to OEM specifications and applicable standards with complete and accurate documentation, and achieving operational readiness with no safety-critical discrepancies. Acceptance requires receipt and approval of all deliverables and confirmation that the crane operates safely per OEM and applicable standards with no outstanding safety-critical issues.
