About this file

This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) 140R2026Q0008, addressing various clarifications for a federal contract related to a cultural resources inventory and modernization project. Key details include confirmation that monthly payments will be made based on invoices and progress reports for a firm fixed price order, with no additional supporting documentation required. The contractor will be responsible for creating and delivering mitigation measures (such as interpretive signage and HAER documents) for significant resources affected by the proposed project, with specific measures to be determined through discussions with Reclamation.

Additional clarifications cover document submission (3 hard copies of final reports required, digital reviews accepted), pricing schedule terminology (MO = month, AU = lump sum), and project specifics. The contract does not require tribal support for Section 106 obligations, which will be handled in-house. A draft inventory report is available upon request by emailing the contracting officer, with the last records search from the Northeast Information Center dated September 27, 2023. Potential respondents are advised that the draft inventory report is incomplete and was never finalized due to staff turnover.

Questions and Answers

Question 1: We understand a draft inventory report has been prepared, and I was wondering if it is available for prospective respondents to review – to get an idea of the level of effort required to complete the draft.

Answer: See Attachment 1 – Draft Inventory Report. The attached draft inventory report is a draft and it was never completed, as the Government lost several staff members that were working on it. This working draft report was never vetted or finalized. The draft report is provided for quoting purposes only and is not to be used for other purposes or released to outside entities. NOTE: Attachment not provided via SAM.gov. Please email the contracting officer, Sarah Rodrigues, at srodrigues@usbr.gov if you would like a copy of the attachment for quoting purposes.

Question 2: Please confirm that 2 hard copies of draft documents and 3 hard copies of final documents are in fact required.

Answer: Hard copies of draft documents will not be required, as reviews can be accomplished through digital documents. The 3 hard copies of final reports are required.

Question 3: Task 2.4 Optional Task – Provide deliverables in Support of the Treatment Plan.

I’m unclear as to whether the Bureau wants recommendation for the appropriate mitigation measures for any significant resources that will be adversely affected by the proposed Modernization Project – OR – if the Bureau wants our team to be responsible for creating and delivering the mitigation measures (i.e. interpretive signage, HAER documents and photographs, etc.). Please clarify.

Answer: The contractor would be responsible for creating and delivering the mitigation measures. What specific mitigation measures would be needed (i.e., interpretive signage, HAER documents and photographs, etc.) would be determined in discussion with Reclamation.

Question 4: Can you confirm that payment intervals can be monthly based on monthly progress reports and back up showing time and materials expended?

Answer: Yes. We would only request a copy of the invoice and a monthly progress report though. No other supporting documentation would be required because this is a firm fixed price order.

Questions and Answers

Question 5: When viewing the Quote/Pricing Schedule we are not sure what MO and AU abbreviations in the unit column stand for, could you please clarify so we can provide an accurate quote?

Answer: MO is month. AU is basically lump sum. So, for those lines with AU your unit price and total price columns will be the same. We don’t use LS for lump sum because our contract writing system uses AU.

Question 6: Does Reclamation require support for their Section 106 obligations as they relate to Tribal rights and opportunities? We are aware that Yurok and Hoopa Tribes have reserved fishing rights here. The solicitation does not describe Reclamation's consultation with Tribes, nor identification of Properties of Traditional Religious and Cultural Importance as part of the cultural resources inventory.

Answer: No Tribal support help needed for Section 106, that is done in-house.

Question 7: When was the records search for this project last performed?

Answer: The last records search supplied by Northeast Information Center is dated September 27, 2023.

Question 8: The Quote/Pricing Schedule table identifies "Unit" and "Unit Price." Are we required to develop monthly unit prices for the tasks as outlined? The Optional Task "Unit" is "AU." What does "AU" stand for?

Answer: AU is the same thing as lump sum. We don't use LS for lump sum because our contract writing system uses AU. For those lines with AU your unit price and total price columns will match. For those with the MO (months), you unit column will display the monthly dollar amount, and the total column is that monthly amount times number of months.
