About this file

This is a Sources Sought Notice from the Department of Interior's Bureau of Reclamation (BOR) seeking potential sources for the Trinity River Fish Hatchery (TRFH) Modernization project in Lewiston, CA. The project, estimated at $40-80 million with NAICS code 236220 and a small business size standard of $45 million, requires 100% performance and payment bonds for a large construction project to modernize infrastructure systems that have exceeded their useful life since original 1960-1963 construction.

The work involves a design-build approach with four phases: Pre-Design (including geotechnical analysis), Design, Construction, and Post-Construction, with a period of performance of 1,185 calendar days. Interested parties must submit responses electronically to Contract Specialist Stephanie Lindner by 5:00 PM PDT on January 10, 2025, including company information, business type, DUNS/CAGE codes, evidence of similar work experience within the last 10 years (limited to three examples), and single contract bonding capacity. This is a Sources Sought Notice. In preparation for an upcoming procurement, Department of the Interior (DOI), the Bureau of Reclamation (BOR), Region 10 California Great Basin Region Construction Acquisitions Office, Sacramento, CA, is conducting market research to determine potential sources for a large construction project, Trinity River Fish Hatchery (TRFH) Modernization. The North American Industrial Classification System (NAICS) code is 236220 Commercial And Institutional Building Construction. The Small Business size standard for this code is $45 Million. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this procurement is $40 Million - $80 Million. This procurement will require 100% performance and payment bonds.

Based upon the capabilities statement, and interest in response to the Sources Sought Notice, BOR will determine the best procurement approach.

All types of businesses with the capability to fulfill the requirements briefly described herein are encouraged to submit responses.

The work is located at 1000 Hatchery Road, Lewiston, CA 96052, approximately 34 miles west of Redding, California.

Reclamation, under the authority of the Act of August 12, 1955 (Public Law 84-386), acquired lands and provided funds for the construction of Trinity and Lewiston dams, which are features of the Central Valley Project’s Trinity River Division. Reclamation finished the construction of Trinity and Lewiston dams in 1963. The majority of TRFH infrastructure systems are original to its 1960-1963 construction, most of which have exceeded their useful life. Many aspects of TRFH infrastructure have become antiquated and/or slipped into various states of disrepair. The TRFH infrastructure needs modernization and repairs to meet the increasing demands of contemporary aquaculture and meet legal and regulatory requirements.

Modernization will bring the facility back to full operability, and to ensure successful fish mitigation into the future (e.g., next 50 years).

The government is interested in using an iterative approach (design-build) to progress the design and the construction cost estimates of the tasks. The goals of this effort are to (1) design modifications that will meet Reclamation requirements and (2) construct the portions of the designed improvements that will fit within Reclamation’s target budget. The Contractor is encouraged to identify opportunities to accelerate elements of the design and construction wherever justified and warranted.

Services anticipated to be provided by the Contractor are categorized in the following phases:

Pre-Design Phase: Collect design data and conduct investigations as needed. Presence of sinkholes and building subsidence indicate a need for a geotechnical analysis as part of design data collection.

Provide a geotechnical report to Reclamation for review. Propose a preferred alternative following the analysis.

Design Phase: Prepare design for the selected alternative, targeted to the stipulated construction budget. Develop a final price proposal. In consultation with Reclamation and Project Stakeholders to complete designs, specifications and construct the project.

Construction Phase: Complete construction tasks and environmental and cultural compliance monitoring and documentation during construction. Provide an Engineer of Record (EOR) to ensure construction conforms to the approved design.

Post-Construction Phase: Complete project acceptance testing, deliver operator training, transmit final as-built drawings and related documentation, and provide competent personnel available to provide technical support for the initial 6 months of project operations. Provide an Engineer of Record to approve as-built documentation and ensure that as-builts conform to the approved design.

The period of performance for this requirement is estimated to be 1185 calendar days.
