This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with FAR parts 13 and additional information included in this notice. The Bureau of Reclamation intends to award a Firm-Fixed Price Purchase Order for supplies as represented in the Specifications. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04, as of 6/11/2025.

"Draeger or Equivalent" Air Gas Monitor Specifications
1.0 Background
South-Central California Area Office, Friant Dam is looking to replace old/out of service multi-gas air monitors, pump, air monitoring accessories and calibration equipment and accessories (calibration station, gasses, regulators and tubing). These are required per OSI-IA for atmospheric testing prior to entering a confined space as well as personal air monitoring for employees while working in those spaces.
This is a brand name purchase or equal product for Draeger Air Monitor Equipment with the following salient characteristics:
2.0 Scope
The contractor shall furnish to the Government, multi-gas air monitors and pumps as described in this section. The contractor shall provide hands on training upon delivery of the items. Virtual Training will not be accepted.

3.0 Type of Contract
This requirement will be awarded as a Firm Fixed Price type order.
4.0 Deliverables
Vendor shall provide, basic use In-Person/Hands-on training to Safety Personnel and Facility Staff to be scheduled with delivery person of contact. Virtual Training will not be accepted.
5.0 Delivery
The contractor shall protect all parts from corrosion, deformation, and other types of damage during storage, handling, and delivery. Damage to the product or its components during transit shall be replaced at the contractor's expense.

(d) Comptroller General Examination of Record. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Contractor must provide documentation to support that the services have been performed.
When submitting invoices to IPP, the Contractor is advised to upload supporting documentation that will allow Reclamation to verify that the products or services comply with the terms of the contract. The information in the uploaded documents should not conflict with the data fields in the IPP submissions (service dates, invoice number, etc.). Prior to submitting an invoice to IPP, the contractor may coordinate with the designated Contracting Officer's Representative (COR), for review and verification of quantities for payment and for compliance with the applicable progress payment requirements of this contract. Prior coordination with the COR will allow for streamlined processing of the invoice.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact as listed in SAM will received enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866)973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
