About this file

This is a Determination to Solicit from a Single Source document justifying a sole-source award to Veritas Visioneering Inc. for facilitating the update of the Lahontan Basin Area Office's (LBAO) 5-year strategic plan. The Bureau of Reclamation requires facilitated working sessions to update LBAO's strategic plan that ends in 2025, consisting of five 8-hour in-person sessions with up to 10 staff members in Carson City, Nevada.

The contractor will provide administrative services, session preparation, facilitated sessions covering topics like vision/mission review, strategic goal development, and implementation planning using their proprietary "Visioneering" methodology. The period of performance is from award date to September 30, 2025, with anticipated award on February 3, 2025. The single-source justification is based on Veritas Visioneering's proprietary strategic planning approach, which LBAO used for their 2013-2020 and 2020-2025 plans. Market research found other facilitators in Nevada but they were all located over 400 miles away in the southern part of the state. The government determined switching approaches would cause delays and increased costs since this update builds upon previous sessions using Veritas' methodology. The award will be firm-fixed-price, with pricing to be determined fair and reasonable through comparison to previous purchases and market rates.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity.

U.S. Department of the Interior, Bureau of Reclamation, California Great Basin (CGB) Regional Office, Acquisition Services, CGB-3800

2. Name and Address of Single Source.

Veritas Visioneering Inc.

2315 Rocky Mountain RD NE Marietta, Georgia 30066

3. Description of Supplies/Services and Estimated Cost.

The Lahontan Basin Area Office (LBAO) has a requirement update the LBAO 5-year strategic plan that ends in 2025 through facilitated working session. The existing LBAO strategic plan has a 5-year outlook with various regular and recurring work (baseline) and one-time projects (initiatives). The plan is a tool to identify work and priorities; plan, justify, and coordinate work; and obtain measurable results. It facilitates a long-term planning process and projects results to enhance program efficiency, productivity, and cost effectiveness. It is the primary planning tool to focus all levels of the office in a single direction as opposed to each division or individual moving in different directions. It enables the area office to deliver more value to its customers.

Tasks/Deliverables:

Task #1 Administration: The contractor shall conduct all managerial and administrative duties to manage this contract. This includes management and oversight of contractor activities, staff, and resources. The contractor shall prepare and submit monthly status reports and invoices, that include the date, contract number, invoice number, Contracting Officer (CO), Contracting Officer’s Representative (COR), contract amount, task number, % complete, current invoice amount, and cumulative complete. The contractor shall also prepare and submit the final invoice.

Task #2 Session Preparation: The contractor shall meet with the LBAO Area Manager and Deputy Area Manager to develop targeted objectives for the strategic planning sessions prior to conducting the sessions.

Task #3 Facilitated Sessions: The contractor shall facilitate up to five (5), full day (8-hour) in-person sessions with up to ten (10) staff members at the Lahontan Basin Area Office to update LBAO’s strategic plan. Topics to be covered at the sessions include:

• Reviewing the Vision, Mission, and Identity statements and updating, if necessary as determined by the COR;

• Reviewing the Guiding Principles and updating, if necessary as determined by the COR;

• Reviewing the Operational (Baseline) Activities and updating, if necessary as determined by the COR;

• Conduct assessment of Internal Strengths, Internal Weaknesses, and External Factors that could possibly impact operations or services;

• Identifying and defining Strategic Goal Areas;

• Developing Objectives, Baseline condition, and 5th Year targets for each Strategic Goal Area;

• Identifying Barriers and Critical Success Factors for achieving each Objective;

• Developing Strategies for achieving each Objective; and

• Begin developing a Strategic Implementation Plan (SIP) for each Strategy using the CAPRI (Consulted, Approves, Participates, Responsible, and Informed) method.

It is assumed that LBAO staff will continue to refine the SIPs after completion of the Strategic Plan (Deliverable #5 below).

Task #4 Draft 5-Year Strategic Plan: The contractor shall draft the Strategic Plan using the information from the Facilitated Sessions (Deliverable #3 above). The contractor shall perform an internal quality control review of the draft Strategic Plan.

The Strategic Plan shall contain the following sections, at a minimum:

• Introduction

• Vision and Mission

• Guiding Principles

• Operational Activities

• Current Assessment

• Strategic Goal Areas (includes Objectives, Baseline, 5th Year targets, Barriers, Critical Success Factors, and Strategies)

The contractor shall provide the draft Strategic Plan for review by LBAO. The plan will be reviewed by LBAO and comments will be provided to the contractor. The contractor will address each of the comments in a standard comment sheet, including comment disposition and back-check by LBAO.

Task #5 Final 5-Year Strategic Plan: The contractor shall finalize the Strategic Plan and submit to LBAO.

The anticipated award type is firm fixed price. The requirement’s period of performance shall be from the Date of Award to September 30, 2025. Anticipated award date is February 3, 2025.

4. Description of Circumstances, including why only one source is reasonably available.

140R2025Q0012 Page 3 of 4

IAW FAR 13.106-1(b)(1)(i), proprietary intellectual property limits the availability to a single source. Only this suggested source can furnish the requirements, to the exclusion of other sources, due to the following reason.

The process of creating a strategic plan using the identified contractor’s facilitated approach is called Visioneering and is fully outlined in their resource, The Essentials of Facilitating Strategy. Unlike a consulting approach, it employs a proprietary set of proven steps to guide an organization through defining, developing, and evaluating each component of a completed plan. Through facilitation, the organization gains the skills and processes to monitor and modify the plan as needed while maintaining quality. LBAO’s previous Strategic Plans (2013-2020 and 2020-2025) used this Visioneering approach. This contract is to update that Strategic Plan for the next 5 years, rather than starting from scratch with a new method.

Using the same approach used for developing the prior plans creates continuity within the organization and reinforces the strategic practice. This also creates alignment with other Area Offices using the same methodology. No other facilitation approach/contractor can reasonably step into the project without considerable delays and duplication of costs as this current requirement builds upon prior sessions.

5. Determination of Fair and Reasonable Price.

The Government will conduct a fair market price analysis on the offeror’s proposed pricing as required by FAR 13.106-2(b)(1), Evaluation Procedures. The price for the services will be compared to prices found reasonable on previous purchases of same of similar types of services as well as a comparison of proposed costs/prices to current market pricing and the independent government cost estimate. No purchase order will be issued until the contractor’s pricing has been determined to be fair and reasonable in accordance with FAR 13.106-3(a)(2)(i), FAR 13.106-3(a)(2)(ii), and FAR 13.106-3(a)(2)(vi).

6. Description of Market Research.

Market Research was conducted via the internet, GSA Advantage, SBA’s Dynamic Small Business Search, UNICOR, and AbilityOne.

According to SBA’s Dynamic Small Business Search, 3 small business contractors were found to be able to provide facilitation services in the Nevada area under NAICS code 541611. However, all 3 contractors are in southern Nevada over 400 miles away from the work site location in Carson City. Additionally, a review of capability narratives for each of these 3 contractors do not prove that they can provide facilitation services in support of LBAO’s need. A search of GSA eLibrary for NAICS 541611 resulted in 2,384 small business findings. However, only 7 of these small business contractors are in Nevada and all of which are in the southern part of the state making them less likely to want to travel as far north as Carson City for the in-person meetings for a smaller requirement like this. A search for facilitation services in UNICOR.gov resulted in 0 findings. A search for facilitation services in AbilityOne.gov also resulted in 0 findings.

Overall, market research indicates that there are other facilitation contractors available.

However, adopting a new type of facilitation approach would lead to significant delays and increased costs. This is because the current tasks build upon previous facilitation sessions provided by Veritas Visioneering, which uses their proprietary Visioneering approach.
