Region 10 - California-Great Basin of the Bureau of Reclamation intends to issue a Solicitation for a firm fixed-price construction contract for the Tracy Fish Collecting Facility (TFCF)– Trash Rake Replacement. This procurement will be advertised as unrestricted (full and open competition). Solicitation will be issued as a Request for Proposal (RFP) using FAR Part 15, contracting by negotiation procedures following the quality predominance source selection process. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering price and non-price factors. The applicable North American Industry Classification System (NAICS) Code is 236220 and the related small business size standard is $45M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.

The estimated cost of this project is between $5,000,000 and $10,000,000 and will require 100% performance and payment bonds.

Work is located 7 miles North from the intersection of Interstate 580 and 205, at the head of the Delta Mendota Canal near Tracy, CA. The work is in Alameda County, Contra Costa and San Joaquin Counties are adjacent to the work. The work to be performed is described below.

PRINCIPAL COMPONENTS OF WORK

The following is a listing of the principal components of work, but does not address all work items or tasks required for completion of the project:

A new automated trash rake will be furnished and installed with increased load capacity and removal capacity. The new trash rake will feature two higher capacity grippers. The existing trash rake will be removed and disposed of.

●The new trash rake will span the existing bridge deck structure and be placed on new foundations.
●The system will have two gripper mechanisms that are capable of continuous operation simultaneously.
●Included DFOW’s include but are not limited to the following:
●Pile foundation.
●Cast-in-Place Concrete Pile Caps.
●Electrical work.
●Asphalt concrete repairs.
●Excavation and backfill.

Solicitation 140R2024R0009 will be posted electronically to the Government Point of Entry (GPE) via https://sam.gov/ on or about 30 March 2024 with proposals due in May 2024. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed.

Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award.
