Answer 1: Average channel rehabilitation projects over the last several years have had environmental study limit areas of approximately
105 acres; revegetation (if including seeding and mulching of roads and contractor use areas) has a similar footprint. Projects over the next five years will occur in the Junction City area, with one possible project in Douglas City and one in
Lewiston. All planned sediment management projects take place in the Lewiston area.
Question 2: For Task 2.1, can the government provide an example document of CEQA and NEPA environmental review documents that are consistent in format and content with the existing Master EIR/EA and recent TRRP EA/IS¿ from 2019-2024?
Answer 2: The most recent EA/IS for channel rehabilitation activities can be found here:
https://www.trrp.net/library/document/?id=2650
Question 3: For Task 2.1 the scope requests CEQA and NEPA environmental review documents that are consistent in format and content with the existing Master EIR/EA and recent TRRP EA/IS'.
Does the government intend that the CEQA and NEPA environmental review documents be provided under the forthcoming Trinity River Watershed
Restoration Project - Programmatic Environmental
Assessment (PEA) anticipated for Winter 2024/25?
Or will these be stand-alone environmental review documents consistent in format and content with the existing Master EIR/EA and recent TRRP EA/IS'?
Answer 3: There will continue to be standalone environmental review documents for major channel rehabilitation projects that require significant ground disturbing activities. Some smaller projects may tier to those previous NEPA efforts and be covered under brief EAs or Determinations of NEPA Adequacy.
Question 4: For Task 3.1 can the Government

140R2024Q0114/0001 provide more information and the size (acres and linear feet), location, and project description for the revegetation performance/compliance monitoring activities for recent rehabilitation sites to be monitored under this task for the base year, and each optional year?
Answer 4: Revegetation compliance monitoring would have a similar footprint to the average project size described in Question 1.
Question 5: For Task 3.2 can the Government provide more information and the size (acres and linear feet), location, and project description for riparian revegetation designs for channel rehabilitation sites under this task for the base year, and each optional year?
Answer 5: This task can likely be removed from the solicitation.
Question 6: The Government has requested revegetation design services under Task 3.2 (one annual, 2 additional optional per year) and under
Task 3.3.1 (designs for up to three sites per year). Can you please describe the difference in methods or approach for these two requests? Or is a difference in quantity?
Answer 6: This task can likely be removed from the solicitation.
Question 7: For Task 3.2 it appears that Tasks
3.2, 3.2.1 and 3.2.1 request a design for one project site each, whereas Optional Task 3.3.1 requests a design for up to three project sites per year. Is that accurate?
Answer 7: This task can likely be removed from the solicitation.
Question 8: Will the Government consider extending the Quote Due Date to January 24 at
10am Pacific Standard Time? This will allow for more a more complete and comprehensive proposal preparation time period and time to review additional documentation and information provided by the Government.
