PERFORMANCE WORK STATEMENT

Industrial Controller Requirements – Opto22 Blanket Purchase Agreement

January 17, 2024

1.0 INTRODUCTION

The United States Bureau of Reclamation (BOR) is seeking to procure automated controllers, and related components, for use in an industrial environment, specifically Opto22 equipment.

2.0 SCOPE

Reclamation anticipates the award of a Blanket Purchase Agreement(s) to allow call orders to be issued for OPTO 22 controllers, related accessories and modules, and software when required. The procurement will be for five years which will allow the Government an opportunity to rapidly secure the controllers, equipment, and software during periods of need.

3.0 OBECTIVE

A. BOR California Great Basin requires a Blanket Purchase Agreement (BPA) in place to pay for OPTO 22 controllers, software, and licensing during the service period of March 1, 2024 – February 28, 2029.

B. The BPA will have a schedule for general OPTO 22 Equipment including, but not limited to, software licenses, input and output modules, power supplies, controllers (e.g., processors), chassis hardware, cables, and other OPTO 22 items.

C. These products and services will be conducted via Reclamation Central Valley Operations Office (CVOO) and other approved California Great Basin offices.

4.0 BPA CALLS AND ADDITIONAL INFORMATION

A. The Government may issue a BPA Call at any time during the active period of this procurement.

B. Individual BPA Call may include one or more OPTO 22 Controllers, equipment, or licenses.

C. The Contractor shall prepare and submit a quotation for parts & equipment upon receiving a BPA Call from the Government. The quotation shall include all required equipment, software, parts, and shipping costs.

D. Each call placed under the BPA will have a separate period of performance. Once the BPA holder has accepted the call, the call and period of performance are contractually binding.

E. As requirements are determined by the Government to be appropriate for ordering under this BPA materialize, the government may issue BPA Calls based on the unit prices in the BPA Setup.

F. The Government is obligated only to the extent of authorized purchases actually made under this BPA. No work is guaranteed under a BPA. Therefore, there is no minimum dollar value of work that will be ordered by the government under this BPA. The maximum dollar value for this BPA will be for a total of $200,000.00 for five (5) years.

G. Each call issued against the BPA will be executed by a warranted Contracting Officer within Acquisition Services.

All calls in total executed against the BPA will not exceed the ceiling limit of the BPA.

H. The BPA will be valid for five (5) years from the date of award, unless either party to the agreement requests earlier discontinuation of the agreement. Should either party requests it discontinuation, the request will be honored effective upon acceptable of all previously ordered work. Upon receipt of a request for discontinuation of this BPA, no new calls will be placed with the BPA Holder.

I. FIRM FIXED PRICE – Calls under this BPA will be firm fixed price. Price quotations will include ALL costs associated with performance of the required service, to include all equipment, parts, software, licensing, shipping costs, and any other direct or indirect costs necessary for the performance of the ordered services. Unless the call is modified in writing (e.g., there is a change in the scope of services/ parts ordered), the obligation amount will not be adjusted. The cost breakdown furnished with the price quotation is for information purposed only, so that the Government may verify that the lump sum price being quoted conforms with the agreed to rates/ prices established on the BPA.
