PERFORMANCE WORK STATEMENT (PWS)

CalSim 3 Development

1.0 SCOPE

CalSim 3 is the platform upon which the Long-Term Operations consultation will depend for analysis of Central Valley Project (CVP)/ State Water Project (SWP) operations. Other planning studies are expected to migrate from CalSim2 to CalSim3 as well. The larger footprint of this tool requires a team effort for support, maintenance, and development.

1.2 BACKGROUND

CalSim 3 uses land-use-based demands and other hydrology elements defined by physical models, including ET, evaporation, deep percolation, local loss factors, and groundwater. The high resolution of CalSim 3 enables more control over local operations representation, but simultaneously requires a significant effort to prepare input data and verify that its implementation in CalSim 3 is functioning as intended. Upper watershed models have been developed for multiple sub-basins – ongoing work to full buildout of these invaluable tools is needed.
