Q # Industry Questions Government Response

Is there an incumbent on this contract? If there is can the BOR disclose the contractor?

This requirement is a new requirement and no incumbent contractor exist.

The Civil Engineering Technician description (4.2.6.24.2) appears to include responsibilities that typically fall under an A‐E contract. Please clarify the responsibilities per this paragraph/

Civil Engineering Technicians, Drafters, and Civil Designers may utilize computer aided design (CAD) to modify drawings and correct elements as stated in . The technicians often work under license BOR professionals. No licensing requirements are required under these positions and typicall fall under the Service Contract Act.

The Civil Engineering Technician, paragraph 4.2.6.24.4 indicates that the BOR would also like the CET to be a Certified Construction Inspector (CCI). Should this not be a separate category for the Construction Inspector position?

Civil Engineering Technicians may be required to inspect according to their experience. CCI has been replaced with CET.

On page 70, In the Proposal Instructions – Bureau of Reclamation section, there are several references to other parts of the document that cannot be referenced including:

Section (d)(2) reference to the “evaluation factors contained in Part IV, Section M; Section (d)(2) references the Reps & Cert included in Part IV, Section K; and, in Section (f)(1), references the work statement contained in Part I, Section C. Please reference page numbers within the Solicitation document

The government removed "Part" references from the solicitation

For the Reps & Certs, may an affirmative statement that the company’s Reps & Certs in SAM.gov are current, or will the USBR allow a reprint of the SAM.gov Reps & Certs for this requirement?

See FAR 52.212-3, FAR 52.204-13 and other solicitation clauses/previsions which indicate Reps/Certs.

If a PPQ from one of our clients was completed for a prior solicitation, may that same PPQ be submitted to the USBR, or is a new PPQ required for this solicitation?

See page 72 for PPQ instructions and proceedures.
