Performance Work Statement Security System Replacement

September 14, 2023

1.0 Objective

The objective of this Performance Work Statement (PWS) is to acquire contractor services to meet a requirement to install and configure a Personal Identity Verification (PIV) Compliant Access Control System and National Defense Authorization Act Compliant Video Surveillance system the Klamath Basin Area Office as identified in this PWS.

2.0 Background

Klamath Basin Area Office is currently undergoing construction for a new mission asset office facility with end-of-life security system components which need replacing/upgraded. This facility requires PIV Compliant Access Control System and National Defense Authorization Act Compliant Video Surveillance systems to meet federal requirements and to connect to Klamath Bason Project A-Canal Headworks, Link River Dam, and soon to be Keno Dam for monitoring and access controls.

3.0 Period of Performance

Work shall be completed no later than February 28, 2024

5.0 Hours of Operations

The contractor is responsible for conducting business, between the hours of 8:00 am to 5:00 pm Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

8.0 Tasks

A. Contractor shall analyze, replace, upgrade, and provide end user instruction for field operation of new design build security systems (hardware and software) and ensure all identified components in this PWS are functional and working to their full manufacturer capabilities. All items replaced during this contract shall be in a new/unused condition and have a full manufacturer warranty. A warranty on repair and installations shall be for no less than one year from project completion.

B. A pre-bid site visit is required to ensure an actual understanding of what is needed per site security personnel. Site visits may be arranged by coordinating with: TBD

C. Software House, American Dynamics and Axis cameras are used in the Klamath Basin Project. All proposed systems must be fully compatible with existing systems.

D. The work includes parts, cable, conduit, and labor to replace and install a fully operational security system at Klamath Area Office. Remove existing end of lifecycle equipment, replace cable, and ensure proper operation.

E. Work shall be performed at Klamath Basin Area Office.

F. Access Control System (ACS) will be Homeland Security Presidential Directive 12

(HSPD-12) and Federal Information Processing Standards (FIPS) compliant.

G. Access control system will not connect to the federal bridge.

H. The access control system will be configured for dual authentication using employee

Person Identity Verification (PIV) badge and Personal Identification Number (PIN).

I. Access control system will be configured for duress pin.

J. Video Recording Systems, Cameras, and Network Switches will be of National Defense

Authorization Act (NDAA) Section 889 compliant.

K. Contractors will be required to sign a Non-disclosure Agreement (NDA) L. Reuse existing serviceable conduit where possible.

M. Install new conduit and junction boxes where needed. A minimum of 3/4” conduit shall be used.

N. Site personnel will provide details if a specified type of conduit is required, i.e., EMT, or rigid.

O. Project benchmarks reached for interval payments are desired to be at 30% completion, completion of conduit work, 60% completion, and 90% completion with Reclamation conducting periodic inspections to ensure benchmarks are reached.

8.1 Klamath Basin Area Office Access Control System

Installation and configuration of door readers, fiber, cabling, indoor & outdoor sensors and Access Control System shall be complete and fully operational and integrated into new and existing physical infrastructure.

8.2 Klamath Basin Area Office Contractor Provided Video Surveillance System

Installation and configuration of fiber, cabling, and video recording System shall be complete and fully operational with fiber, cameras, boxes, towers, integrated into new and existing physical infrastructure.

8.3 Training

Contractor shall provide training to Klamath Basin personnel on the proper operation and basic maintenance of the video and security system. Training shall include at a minimum basic configuration and operation of workstation(s) for the video and security systems, adding and removing workstation users, video searching, video retrieval, video export, and operational viewing. Security system training shall include enrolling PIV badges, deactivating PIV badges and standard operations for viewing alarms and generating reports. Training shall be for up to 12 Klamath personnel. Contractor shall provide one set of step-by-step instructions to Klamath personnel for all training items listed.

8.4 Site Conditions

Sufficient parking for up to four standard size vehicles (3/4-ton pickup truck) will be made available at each site location. Restrooms are available on site for contractor use. Contractor is responsible to pre-coordinate with Klamath personnel to ensure contractor meets required safety plan and training standards. Contractor will provide safety plan and safety training documentation to Klamath personnel for all contractor personnel. All site specific Personal Protective Equipment (PPE) shall always be worn. The contractor will follow all Occupational Safety and Health Administration (OSHA), state, and local safety regulations. The government will provide a list of special PPE requirements if needed.

9.0 Quality Assurance Surveillance Plan

The Quality Assurance Surveillance Plan (QASP) is one evaluation method the government uses to surveillance performance to determine whether the Contractor meets the standards of performance as defined in the PWS. The absence of a QASP for any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the government under any other provision of the contract in determining the quality of the Contractor performance.

11.0 Contract Changes

Additional services required by changes in mission assignments must be documented by a written contract modification. If the contractor receives a request from Reclamation personnel directing or requesting work that the contractor believes is not within the terms of the PWS or the contract, then the contractor must notify the Contracting Officer of the request. The only person that has the authority to modify the terms of the contract or request work for which compensation will be provided is a Contracting Officer.
