About this file
This document is a determination to solicit from a single source for the purchase of new McCrometer meters and accessories. The U.S. Department of the Interior Bureau of Reclamation seeks to upgrade existing McCrometer magnetic and mechanical flow metering systems with new McCrometer Ultra Mag and MC Mag 3000 full battery magnetic flow meters, FlowCom digital registers, propeller and bearing assemblies. The solicitation will be fully competitive. Only McCrometer products can be used for the upgrades and ongoing maintenance due to compatibility with the existing infrastructure and to ensure accuracy, calibration and proper operation over the long term in keeping with manufacturer requirements.

4. Description of Circumstances, including why only one source is reasonably available.
The proposed contractual action is pursuant FAR 13.106-1(b)(1)(ii), brand name product. The solicitation will be solicited as a full and open competition.
The Bureau of Reclamation installs and maintains flow monitoring systems to accurately measure agricultural irrigation water throughout the Central Valley of Northern California.
The meters are in remote locations with the expectation that flow monitoring will be carried out continually for up to 12 months at a time. In 2016, the California legislature passed Senate Bill 88, which mandates certain measurement requirements including recording hourly data for water right holders.
Reclamation currently uses McCrometer flow meters to record water usage by the Settlement Contractors and has done so for over 60 years. To date Reclamation has identified several locations that need upgrading to a more reliable flow metering system. These include McCrometer Magnetic pipe meters which will replace the older style McCrometer mechanical flow meters. The purchase of these meters will allow Reclamation to meet the manufactures straight pipe run compliant requirements which at this time are not compliant.
Also, the magnetic flow meters will fit into the existing pipe’s insertion cut out which will save time with the installation process.
BOR also will be upgrading our existing McCrometer mechanical meter registers with McCrometer Digital FlowCom registers. The FlowCom registers will include a pulse output which will allow the meter to store data to an external datalogger. The datalogger data is required to be reported the State Water Control Board annually. Our current mechanical meter registers do not have this ability. Also, BOR will be stocking our flow meters with extra propeller and bearing assemblies. This will allow our meter repair crew to have the flexibility to replace failed propellers and or bearing assemblies with very small meter down time. Currently our procedure is to remove the meter so we can work on it at our meter facility. The repairs can interrupt flow metering for up to 24 hours. Digital registers, propellor, and bearing assemblies must be McCrometer products. No other meter’s parts will be compatible with our existing McCrometer meters.
It is recommended that McCrometer products are used to complete the system upgrade. Other manufacturers’ products cannot be used on the flow meters because it would impact the meter's accuracy and calibration, which are vital to the system's function. Only McCrometer-authorized components should be used in the maintenance and servicing of the meter to ensure proper operation and longevity.
