140R2022Q0100 - Five Year Fuels Management for Auburn Project Lands Request For Information Responses
1. The project involves fuel reduction and maintenance. Is the intention that the maintenance will immediately follow the reduction, or will we return to maintain at a later date, and over time??
Response: The intention is that the maintenance will return to maintain at later date.
2. Specifically, what is the duration of maintenance efforts that should be anticipated for each year?
a. Are we to assume for bidding purposes that the 275 AC for Year 1 is to be maintained for (4) years (Years 2-5)?
b. Are we to assume for bidding purposes that the 275 AC for Year 2 is to be maintained for (3) years (Years 3-5)?
c. Are we to assume for bidding purposes that the 275 AC for Year 3 is to be maintained for (2) years (Years 4-5)?
d. Are we to assume for bidding purposes that the 275 AC for Year 4 is to be maintained for (1) year (Year 5)?
e. Are we to assume for bidding purposes that the 130 AC for Year 5 is to have no maintenance?
Response: Please review attachment #1 price schedule, the following is included: “For price evaluation purposes only, the estimated quantities listed below will be used to calculate a total estimated price. Actual orders for optional acreage may be based on different quantities and will use the corresponding unit price for the applicable year of the contract.” It is advisably to base your quote and potential workload on the estimates cited in the price schedule & performance work statement, but the actual work may be more or less.
3. Is there additional funding available beyond the $6MM?
Response: The maximum value for all task order under the IDIQ will be $6 Million. That $6 Million Cap, does not guarantee we issue task orders to that Maximum. It serves as a ceiling. Orders will be placed on as needed basis based on the number of acres needing to be serviced as requested by the program office.
4. What is the success criteria for the maintenance phase?
Response: The maintenance phase is not definitive. When we need services, task orders will be issued.
5. Listed maintenance techniques include herbicide use, grazing, hand cutting and chipping or pile burning. Is prescribed fire allowed?
Response: Not at this time. Reclamation is working on NEPA compliance for pile burning, goat grazing, and mastication. At this time, treatments are for handcrew and herbicide use.
6. Will sensitive environments and ecological resources be flagged for avoidance by the client prior to the start of work?
Response:
No, the contractor is responsible for flagging sensitive environments and ecological resources for avoidance.
7. Is the contractor responsible for hiring qualified biologist during nesting season?
Response:
Yes.
8. Is there public access (i.e. hiking trails, bike trails, etc.) within the project boundaries during the 2022-2027 work window?
Response:
The WUI is located along the boundary of the Federal property and Homeowner property. Access is variable ad depends on each site.
9. Does the client foresee any need for road closure, shoulder closure, or flagging on the roadside?
Response: No, the client will be working within the WUI. If road closure is needed by the contractor, then Reclamation will assist with coordination with the Firewise Neighborhood POC and the contractor.
