Elevator Inspection and Certification Services at
Folsom and New Melones Powerplants and Folsom Dam March 2021
1.0 Background
Elevator inspection and certification services are needed for three elevators located at Folsom Dam, Folsom Powerplant and New Melones Powerplant. ASME Code A17.1, A17.2 and QEI-1 require that 3rd party qualified individuals to inspect the elevators independent of individuals performing maintenance. Currently, Thyssenkrupp is under contract to provide monthly inspection, maintenance, and testing services of the elevators, but it is a conflictive interest for Thyssenkrupp to provide/perform 3rd party independent inspections of the same elevators they maintain. The Qualified Elevator Inspector (QEI) shall inspect and witness the testing done by Thyssenkrupp. Currently, the three elevators do not have valid certificates and have not been inspected by a QEI since 2016.
1.1 Definitions
ASME: American Society of Mechanical Engineers FIST: Facilities Instructions, Standards and Techniques (Reclamation) CO: Contracting Officer COR: Contracting Officers Representative OGR: Onsite Government Representative QEI: Qualified Elevator Inspector
2.0 Scope
As noted above, the three elevators do not have valid certificates and have not been inspected by a QEI since 2016.
This is a violation of the code to ensure the safe operation of the elevators that personnel utilize every day.
Services are to provide Qualified Elevator Inspector(s) (QEIs), other personnel/labor as necessary, tools, equipment and transportation to inspect and certify the Folsom Dam, Folsom Powerplant and New Melones Powerplant elevators in accordance with ASME A17.1, A17.2 and other applicable ASME requirements. Inspection intervals are every 6 months and consist of a Periodic 6-month inspection, and an annual Category 1 inspection unless a Category 5 inspection (every 5 years) is due. The Category 5 inspection when due would supplant the annual inspection interval. A Category 5 inspection has not been performed since 2012, and therefore it is the intent to perform this inspection as the first action under this contract.
Actual testing as related to the Category 1 and 5 inspections is done by others, and currently this will be accomplished by Thyssenkrupp personnel. The QEI will witness the testing performed by Thyssenkrupp but would provide an inspection report as related to the specific testing any appropriate recommendations per the code. The Periodic (routine) 6-month inspection performed by the QEI does not require Thyssenkrupp to be present. In all cases, the QEI must provide a report outlining the inspection, testing, deficiencies, and recommendations. The COR/OGR shall coordinate the planned testing activity with Thyssenkrupp and the QEI Contractor regarding the Category 1 and 5 testing to ensure witnessing by the QEI. The COR/OGR shall coordinate all activities and make the elevator available for inspection/testing. The COR/OGR shall coordinate Thyssenkrupp and the QEI’s schedule to ensure witnessing.
3.0 Tasks and Deliverables
Contractor shall furnish all labor, supervision, equipment, and materials in performing the work described in this PWS and as applicable by any approved submittals. The items/deliverables that follow are effectively submittal/technical requirements to be provided by/complied with by the Contractor. Submittals can be accomplished via email submission.
Obtain Approval/Acceptance regarding the requirements in sections 3.1 and 3.2 below within 28 calendar days following contract award.
3.1 SAFETY PROGRAM AND JHAS
Contractor shall follow Reclamation Safety and Health Standards (RSHS) while conducting all work on Reclamation property. The Contractor shall submit a written safety program and JHAs as outlined in Section 3 and 4 of the RSHS for review and acceptance by Reclamation. Also, see requirements in Section 6.0.
3.2 Contractor Key Personnel and Qualifications
Also see Section 5.4. Contractor shall have current Qualified Eievator Inspector Certification (QEI) from an accredited institution.
3.3 Inspection Services and Reports
Provide inspection services as outlined in the schedule below in accordance with ASME 17.1, 17.2 and other applicable ASME requirements. Provide a report within seven business day following an inspection compliant with ASME requirements. Provide/place elevator certificates in elevators. The COR/OGR shall coordinate all activities and make the elevator available for inspection/testing. The COR/OGR shall coordinate Thyssenkrupp and the QEI’s schedule to ensure witnessing.
4.0 Period of Performance (POP) and Schedule
The period of performance and schedule shall be a base year and four option years as follows:
POP Inspection 1 Inspection 2
Base Year: 6/15/2021-6/14/2022 Category 5 6 month Periodic Option Year 1: 6/15/2022-6/14/2023 Category 1 6 month Periodic Option Year 2: 6/15/2023-6/14/2024 Category 1 6 month Periodic Option Year 3: 6/15/2024-6/14/2025 Category 1 6 month Periodic Option Year 4: 6/15/2025-6/14/2026 Category 5 6 month Periodic
Note: Inspections will occur twice annually and approximately 6 months apart. However, the inspection sequence can be reversed in a given year. This means that Inspection 2 can be accomplished before Inspection 1 as it may be more advantageous to do so based on discussions with the contractor and the needs of the Government. An inspection cannot be scheduled in a given year that was never planned for that year.

See Sections 3 and 4 of the RSHS for specific requirements. Each participant shall sign the JHA, and the COR shall make and distribute copies.

Administratively, a Special Work Permit under HECP must be issued before any work can proceed under a clearance within a Reclamation powerplant for example. The Special Work Permit is equivalent to a Notice to Proceed and the COR will provide all coordination and issue the Special Work Permit to the contractor. See above link for more information.
