140R2021Q0035/0003 a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for - (1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded.

Good rule of thumb is that the Prime Contractor should complete at least 51% of the work.

2) Please clarify the period of performance for

Task 1.2.3, Review & Comments. While the task designates the period of performance is Base Year

(BY) and Option Year (OY) 1, the task description says the "Contractor will lead the development and management of the various comment process which will occur throughout ROC 2023."

ANSWER: Comment periods will occur throughout the duration of the contract, so the Period of

Performance for Task 1.2.3 should be All Years.

3) If an Offeror chooses to include resumes as part of the submittal, will they count against the 50-page maximum requirement for the Technical

Factor, or could they be included as an appendix not counting against the page limit?

ANSWER: Including resumes in an appendix is acceptable. The body of the submittal should contain all information the bidder wants the government to notice.

4) Please clarify expectations from the consultant team regarding tribal trust resource support.

ANSWER: Contractor should have an understanding of the government's requirements, i.e., relevant laws, policies, and regulations for the ROC, including tribal trust responsibilities. No specific tasking (other than

Coordination/Collaboration in Task 2.3.3), but the contractor needs an understanding and awareness of tribal trust obligations in the

Klamath Basin.

5) Please define anticipated level of expected effort by TASK NAME in table 4.0 of the PWS.

ANSWER: We believe the task descriptions and deliverables are adequate to make clear that the contractor will be taking the prime role in these efforts.

6) Please define materials, supplies, tools equipment and transportation needed to provide the services in accordance to the Performance

Work Statement.

ANSWER: These items are described in the PWS and include a shared meeting platform (like WebEx or

Zoom; the government uses Microsoft Teams for videoconferencing), a shared document editing platform like Office 365/SharePoint, and a shared reference management platform such as Mendeley.

The government is interested in bidders' suggestions for additional platforms that might facilitate the work at hand. The contractor will be expected to provide meeting supplies where/when needed.

Travel has been canceled during pandemic.

Travel-related costs will be addressed in a separate modification once the pandemic lifts.

However, Reclamation will provide an audio platform for in-person meetings.

B. All other terms and conditions of the solicitation remain the same.

C. Contractor shall follow the instructions in block 11 of this form.
