Specifications Licensing of 2D Seismic Reflection Data in Shasta and Tehama Counties, California
Period of Performance (POP) – 45 Calendar Days from Date of Award
1. Introduction/Background
1.1. Shasta Dam is a concrete dam in Shasta County, California. It is owned by Reclamation’s Northern California Area Office.
1.2. In order to more accurately define the seismic hazard at Shasta Dam, Reclamation is conducting technical studies to better understand the subsurface structure of the rock formations in the northern Sacramento Valley, and needs to analyze existing deep seismic reflection data collected in the area since the late 1970s.
1.3. Reclamation has identified 8 existing two-dimensional (2D) seismic reflection lines in the northern Sacramento Valley that it intends to license in whole or in part. Seismic lines are located in Shasta and Tehama Counties, California.
2. Description of Products/Services
2.1. Purchase of a confidential, non-exclusive license to use data from 8 existing 2D seismic reflection lines recorded in the northern Sacramento Valley, California.
2.2. Seismic reflection data shall be provided electronically, in both SEGY and TIFF formats.
2.3. Field Shot Records for the licensed lines shall be provided electronically in SEGY format, if available, or as scanned original documents in PDF format.
2.4. Electronic data shall be delivered via a secure FTP site provided by Reclamation.
2.5. Reclamation’s license for the data shall be for a period of at least 25 years, and shall include the right to reprocess and interpret the data, either internally or by Reclamation’s contractors, data processors, and consultants. The license shall allow Reclamation the right to have the data and derivative works be reviewed by external experts, consultant review panels, or other governmental agencies. A non-disclosure agreement will be used in such cases if required by the licensor. The license shall further allow Reclamation the right to publicly release geologic interpretations based on the data, and such releases may include Reclamation reports, published journal articles, and conference presentations.

9. Deliverables
9.1. Executed perpetual right-to-use license for 8 Reclamation-specified, existing 2D seismic reflection lines, as specified in Section 2.5. The required existing 8 seismic lines are from the northern Sacramento Valley, California, and are specified in the following table.

9.2. Data distribution via secure FTP site. Data shall include seismic reflection lines in SEGY and TIFF format, field shot records in SEGY format (if available) and scanned field shot records or other field notes in PDF format.
10. Acceptance and Quality Assurance: Upon delivery of the physical media, Reclamation shall have
7 calendar days to review the electronic data submitted by the contractor to verify that the data are in the correct format, that the appropriate 2D seismic lines have been provided, that the shot-point and field note data have been provided, and that the data are complete. The contractor shall remedy any deficiencies in the data identified by Reclamation, and shall submit corrected data to Reclamation within 7 calendar days after receipt of a notification of deficiency from Reclamation.

14. Solicitation Summary:
This solicitation is for Reclamation to purchase a confidential, non-exclusive, license for a period of 25 years or more to use data from portions of 8 existing, commercially-available, two-dimensional (2D) seismic reflection lines. The seismic lines lines are located in the northern Sacramento Valley, including portions of Shasta and Tehama Counties, California. The combined length of the required portions of the 12 lines is approximately 129 miles. See solicitation for a detailed listing of the required lines.
