Performance Work Statement
MUSSEL DOG INSPECTIONS
US Bureau of Reclamation New Melones Reservoir Created November 6, 2018
1.0 Background
New Melones Reservoir under the Bureau of Reclamation’s Central California Area Office will award a contract for a canine detection team to inspect incoming watercrafts for quagga and zebra mussels. Quagga and zebra mussels are an invasive species terrorizing the Eastern half of the United States and are slowly moving their way west with their primary vectors being small fishing boats. New Melones Lake, located in the Sierra Mountain foothills in Sonora, CA, is currently free of these invasive mussels. The lake’s Mussel Prevention Program is working to make sure the mussel stay out of the lake through monthly monitoring surveys, public outreach, and boat inspections.
2.0 Scope
New Melones Lake is looking for a canine and handler team. The canine will be trained on both quagga and zebra mussel detection. Services will include searching the incoming boats, trailers, pulling vehicles, and assorted equipment for signs of mussels. The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and incidental services necessary to satisfactorily perform the tasks. The contractor will be working during the busy times of the boating season.
3.0 Type of Contract
The government will award a firm-fixed-price contract.
4.0 Period of Performance
Base Year: May 1, 2019 to April 30, 2020 Option Year 1: May 1, 2020 to April 30, 2021 Option Year 2: May 1, 2021 to April 30, 2022 Option Year 3: May 1, 2022 to April 30, 2023 Option Year 4: May 1, 2023 to April 30, 2024
The contract will be for approximately 3 months, beginning the Friday before Memorial Day (May 24, 2019) and ending in the evening on Labor Day (September 2, 2019). The canine teams will work 8 hours per day and only on weekends and on major holidays.
5.0 Administrative Information

5.1 Recognized Holidays:
The following is a listing of federal holidays. The contractor will be required to provide service if the federal holiday falls on a routine scheduled day. The contractor will also be required to work on federal holidays not on a routine scheduled day if the holiday falls within the period of performance.

5.2 Hours of Operations
The contractor is responsible for working 8 hours per day and only on weekends and on major holidays.
The Contractor must at all times maintain an adequate workforce on holiday’s and weekends for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. The contractor shall conduct business between the hours of 6am and 5pm on weekend and holidays. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
5.3 Place of Performance
The work to be performed under this contract will be located at the Glory Hole Recreation Area in Angels Camp, CA and Tuttletown Recreation Area in Sonora, CA.

5.4 Security
The Contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. Such as, traffic cones, information gathered on survey forms, canopies and signage.
5.5 Contractor Travel
The Contractor shall be responsible for paying for all travel costs associated with this contract.
6.0 Delivery
The Contractor shall furnish everything (equipment, materials, supplies, incidentals, etc.)
required to successfully complete the tasks identified in the contract. The contractor will keep a record of the number of boats inspected noting the status of each boat (clean, muddy, infested).
The contractor will be required to submit two progress reports. The first progress report will be due July 17th. The second progress report will be due a week following the last date of work (due September 11th).

The government may provide a pop-up shelter and chairs.
7.5 Materials:
The government may provide boat inspection signs.
8.0 Applicable Publications (Current Editions)
Upon award, the government will give the contractor an electronic copy of both the Uniform Minimum Protocols and Standards for Watercraft Inspection and Decontamination Programs for Dreissenid Mussels in the Western United States written by the Pacific States Marine Fisheries Commission and the lake’s Mussel Self-Inspection Permit.
9.0 Objectives
The objective of this contract is to inspect all incoming watercrafts for quagga and zebra mussels.
The timely and accurate performance of these services must be recognized as a vital and mandatory requirement of the delivery order.
10.0 Performance Assessment and Disincentives
(a) Monitoring Performance. During the course of the evaluation period, the COR will track Contractor performance. Interim (mid-term) evaluations may be provided to identify strengths and weaknesses in the Contractor's performance during the period being evaluated. At the end of the period, the COR will assess the Contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP) and report to the Contracting Officer.
(b) Contractor Self-Assessment. Following each evaluation period, the Contractor may provide a written self-assessment of its performance to the COR to be considered in its report to the Contracting Officer. The self-assessment shall be submitted not later than 5 working days after the end of each evaluation period. The self- evaluation shall not exceed 1 page per PRS element. The self-assessment shall address both the strengths and weaknesses of the Contractor's performance during the evaluation period. Where deficiencies in performance are noted, the Contractor shall describe the actions planned or taken to correct such deficiencies and avoid their recurrence. The self-assessment itself will NOT be the basis for the Disincentives determination.
(c) COR Recommendation. The COR will consider all evaluations and any other pertinent information, including Contractor self-assessment, and will prepare a report to the Contracting Officer with findings and recommendations. The Contractor will be provided a copy of the draft findings and recommendations of the COR and will be afforded the opportunity to identify factual errors. The COR's draft recommendation is not subject to negotiation and the COR will not engage in discussions with the Contractor. Any errors identified by the Contractor will be addressed by the COR in its final report. The Contractor will be provided a copy of the final COR report at the same time the report is submitted to the Contracting Officer.
(d) Payment Determination. The Contracting Officer may meet with the COR to discuss the COR's report. The Contracting Officer will make a final determination in writing as to the percentage of work successfully completed, and the resulting payment to be made. A copy of the determination will be provided to the Contractor no later than 45 calendar days after the end of the period being evaluated.
(e) Deduction. Notwithstanding any other clause of this contract, deduction of the Disincentive will be made within the later of 60 days after the end of the evaluation period or 30 days after receipt of an approved invoice.
(f) The Quality Assurance Surveillance Plan is one evaluation method the government uses to surveillance performance to determine whether the Contractor meets the standards of performance as defined in the PWS. The absence of a QASP for any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the government under any other provision of the contract in determining the quality of the Contractor performance.
11.0 Tasks
The Contractor shall provide experienced, qualified and professional personnel to perform the most economic and efficient manner under the delivery order. The contractor shall provide supplies and perform incidental services to include, but not be limited to, the following:
