Purchase Request Number: 44053287
This is a Presolicitation Notice for the Bureau of Reclamation's acquisition of a Surfbee remote-controlled boat system and adapter. The Bureau of Reclamation (BOR) Ephrata Field Office intends to award a sole source purchase order to YSI Inc. for a Surfbee Seeker (Item No. 911976) and Surfbee M9 to RS5 adapter (Item No. ADM9RS5). The acquisition is classified under Product Service Code 6680 (Liquid and gas flow, liquid level, and mechanical motion measuring instruments) and NAICS 334513 (Instruments and related products manufacturing for measuring, displaying, and controlling industrial process variables). The small business standard size for this classification is 750 employees. This requirement will not be set-aside for small business. The anticipated purchase order issuance date is September 15, 2026, subject to change. Delivery location is Ephrata, Washington.
The Surfbee Flow Seeker is a lightweight, portable, remote-controlled autonomous boat designed for single-person deployment in remote locations with rough terrain and strong water currents. The boat must accommodate a Sontek M9 ADCP system, support both autonomous and manual operation via app and long-range controller with Bluetooth and 4G connectivity, weigh no more than 15 kg without batteries, accommodate an 8 kg maximum payload, maintain a cruise speed of 3 m/s and maximum speed of 4 m/s, and feature capabilities including GPS position hold, real-time course correction, programmed transects without tagline, return-home function, redundant steering, high-definition camera, and operation in water as shallow as 0.30 m. The M9 to RS5 adapter is a bracket that securely fastens the Sontek M9 and Sontek RS5 ADCP systems. Interested vendors should respond by August 31, 2026, with company name and UEI, socio-economic status, manufacturing location, and manufacturer specification sheets. The primary point of contact is Brendan Koop, Contract Specialist (brendan_koop@ios.doi.gov), with Jeri L. Wahl serving as Contracting Officer.

ADCP Remote Control Boat Brand Name Justification
The Bureau of Reclamation, Ephrata Field Office, (EFO) has a need for a Surfbee brand remote controlled acoustic doppler current profiler (ADCP). This requirement is anticipated to be a brand name single source requirement for the following reasons:
The Surfbee Flow Seeker M9 to RS5 adapter is a remote-controlled boat that is inflatable and lightweight. It also has a GPS controlled position lock that allows it to perform stationary moving bed tests within stream systems, and it has the highest rated water speed among all the ADCP boats on the market.
The locations of the streams that these tests will be performed are often in remote areas where the terrain is very rough and the streams have a very strong current. The lightweight design allows the ability for one person to deploy the boat over rough terrain. Traditionally, when flow measurements were taken in waters with a fast current, a cableway was used for stabilization purposes. Because this boat has the ability to perform stationary moving bed tests in swift moving waters, the cableway would no longer be necessary.
Specifications for Autonomous Remote-Controlled Boat and Adapter
Introduction The Bureau of Reclamation requires a lightweight, portable, remote-controlled autonomous boat that can be deployed by a single person in remote locations. The boat must be able to transport a Sontek M9 and accommodate flow measurements without a tagline and accommodate bathometric surveys of lakes and reservoirs. The procured boat and adapter must be compatible with the Sontek RS5 ADCP System.
Project Overview This project involves the acquisition of a remote-controlled boat to assist Reclamation’s Ephrata Field Office with the collection of flow measurements and the completion of bathometric surveys. The equipment shall function with a Sontek M9 of Sontek RS5 Acoustic Doppler Current Profiler (ADCP) system.
