About this file
This document is a Determination to Solicit from a Single Source for U.S. Department of Interior's Columbia-Pacific Northwest Region, Grand Coulee Acquisitions Group. The solicitation number is 140R1726Q0024, dated 5/5/2026.
The procurement is for a proprietary ABB SF6 circuit breaker overhaul kit (model HECI-3R) specifically designed for the Grand Coulee Power Office's generator breaker and pump-feed breakers. The sole source identified is Hitachi Energy Corporate Office, 901 Main Campus Drive, Raleigh, NC 27606. Hitachi Energy acquired ABB's power grids business in October 2021, making it the exclusive manufacturer of these proprietary parts. The estimated cost is not specified in the document. The estimated delivery schedule is 20 weeks after receipt of order.
The justification for single-source procurement is that the overhaul kit consists of specialized, proprietary replacement parts uniquely designed for the ABB HECI-3R SF6 circuit breaker model. The determination concludes that no alternative sources can furnish compatible parts without risking equipment malfunction and potential safety hazards to government employees. Market research confirmed that while other circuit breaker part manufacturers exist, only genuine Hitachi Energy brand components can be safely utilized in this equipment. Price reasonableness will be determined through competitive quotes received in response to the brand-name solicitation. The document was prepared by Contract Specialist Donald Richer and approved by Contracting Officer Jeri L. Wahl.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to 41 U.S.C. 1901, Simplified Acquisition Procedures for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to 41 U.S.C. 1901, Simplified Acquisition Procedures, when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity.
U.S. Department of Interior Columbia-Pacific Northwest Region Grand Coulee Acquisitions Group
2. Name and Address of Single Source.
Hitachi Energy Corporate Office 901 Main Campus Drive Raleigh, NC 27606
3. Description of Supplies/Services and Estimated Cost.
The Grand Coulee Power Office has over 20 ABB SF6 circuit breakers. The generator breaker model is HECI-3R. The breakers that feed multiple pumps operate very frequently under load which deteriorates the contacts and other breaker parts. Excessive wear necessitates an overhaul, and this kit is utilized when a 15-year service is required. The kit was originally manufactured by ABB, however in October 2021, Hitachi officially completed its acquisition of ABB's power grids business, creating the joint venture Hitachi Energy. The purchase of this kit is critical to the efficient and effective operation of the SF6 circuit breakers. The estimated delivery schedule is 20 weeks after receipt of order and the estimated cost is
4. Description of Circumstances, including why only one source is reasonably available.
The overhaul parts in this kit are replacement parts of the original ABB SF6 generator circuit breaker. A circuit breaker overhaul typically requires specialized kits tailored to specific breaker models to ensure safety and reliability. In accordance with 41 U.S.C 1901, specific characteristics of the Hitachi Energy/ABB SF6 circuit breaker overhaul kit that limit the availability to a sole source are that these parts are very specialized and unique to the ABB HECI-3R SF6 circuit breaker. Only Hitachi Energy can furnish these parts, to the exclusion of other sources because these parts are proprietary and are specifically made for this type of SF6 circuit breaker. Although there are other brands, none are specifically made for the exact type of circuit breaker currently being utilized and using any other brand may not fit

(11/2020) properly which could cause circuit breaker malfunction jeopardizing the operation of the breakers and safety of government employees.
5. Determination of Fair and Reasonable Price.
In accordance with FAR 12.204(a) Price Reasonableness, the contracting officer must determine the price to be fair and reasonable. Whenever possible, base price reasonableness on competitive quotations or offers. Cost will be determined through competitive quotes received in response to a solicitation issued for the brand name item specified.
6. Description of Market Research.
Market research was conducted and it was found that open market sources are available.
Although there are other manufactures of circuit breaker parts, none of the parts found other than the Hitachi Energy brand can be utilized without the possibility of causing damage to the circuit breakers which could jeopardize the safety of government employees. Only genuine Hitachi Energy brand SF6 circuit breaker parts can be used in this equipment.
