Specification – Sewage Sludge Pumps Suitable for Service as Left Power House Sludge Pumps #1 and #2
GENERAL INFORMATION:
This specification provides information for acquiring two (2) Centrifugal Sludge Pumps in the Left Powerhouse and one (1) Spare. This is a United States Bureau of Reclamation (USBR) hydroelectric power generating facility. The pumps are designated as #1 and #2 on drawing 222-D-05947; Grand Coulee Power Plant, Control Bay-L, Sludge Pump Plan & Profile. The drawing depicts both pumps with 4” diameter pipe connections. Both are horizontal non-clog centrifugal pumps meeting the requirements of Table 1 below, located in these specifications. The pumps are controlled by independent float switches located at the top of the sludge tank. These pumps lift raw sewage up from the 930 Elevation to the Sewage Tank on Elevation 979 in the same building.
This acquisition supports the ultimate goal of replacing the two (2) existing Chicago Pump, Horizontal, Centrifugal Pumps (circa 1939) with two (2) commercially available, Horizontal, Centrifugal, non-clogging, solids handling Sludge Pumps. All components, equipment and parts must be standard-sized, commercially available items.
The existing inlet and outlet pipelines are all 4-inch with a 125-lb flanges.
The government will provide:
1. Fasteners and gaskets for connecting the pumps into the existing piping system,
2. Material for connecting the actuation and control system to the existing power supply,
3. Conduit and related fittings for connecting the actuation control system to the pumps,
4. Wire.
The manufacturer shall provide everything else, assembled and packaged as described herein.

SUBMITTALS with Quote Shop Drawings: Submit a fabrication drawing of the proposed replacement pump. At minimum, the shop drawing submittal shall include the following:
1. Elevations and details of pump;
2. Bearings lubricated with: Shell Panolin Lithium Complex grease through Zerk-type grease fittings OR equivalent environmentally-acceptable (EAL) Lithium Complex lubricant;
3. Details of construction including, location of piping flanges, mounting details, and details of connections;
4. A complete set of performance curves showing:
• Total head (in feet) as a function of capacity (gpm), and
• Net Positive Suction Head required (NPSH) (in feet) as a function of capacity (gpm), and
• Brake HP as a function of capacity (gpm), and
• Pump efficiency gradient lines near the design duty point;
5. A detailed list of materials, demonstrating compliance with Table 2 below of these specification;
6. Show anchorage and accessory items;
7. Any other information necessary to indicate compliance with this specification.
GENERAL
This specification covers the Sludge Pumps. In general industry these are known as “Dry Pit Solids Handling Pumps.” Mounting is horizontal with flexible drive coupling. It is the intent of this specification that the pumps, motors, column and shafting, discharge head and ancillary components necessary for a complete and functional system shall be provided by the pump manufacturer for complete system functionality.
The new pumps must be an exact dimensional fit replacement of the original equipment, without any modifications to existing piping, structure, hangers or fasteners. Pumps #1 and #2 do not have the same elevation for the connection to the existing base elbow.
MANUFACTURERS
Horizontal centrifugal, oil lubricated, pumps shall include the motor, base, bowl assembly, column assembly, discharge head and all necessary appurtenances, as a complete manufacturer fitted assembly.
Known acceptable Pump manufacturers include Deming, Peerless Pump Co., National Pump Co., or Equal with engineer approval. Known acceptable Motor Manufacturers include Baldor, General Electric, or Equal with engineer approval.
SLUDGE PUMPS (Dry Pit Solids Handling Pumps) AND Motors Performance Requirements

Pump Speed: 1,750 – 1,800 rpm
Pump Motor Output: 7.5 - 10 hp
Motor The motor shall be horizontal solid shaft, squirrel cage induction type. Motor shall be a premium efficiency, 1,750 – 1,800 rpm, 460 volt, 3-phase, 60 Hz. Each motor shall be capable of driving the pump under normal head conditions without exceeding the rated capacity of the motor. Motor shall conform to AIEE and NEMA, standards.
1. Motors shall be nameplated for 60 hertz operation.
2. Motors shall be rated for severe or extreme duty and IP55 or IP65 rated Cast Iron enclosed.
3. The motor shall be of United States manufacturer. Known acceptable manufacturers are
Baldor, US Motors, General Electric, or Equal with Engineer approval.
Bearings shall be grease lubricated as per manufactures standard design. Each motor shall be provided with a corrosion-resistant nameplate giving the name of the manufacturer, horsepower, voltage, frequency, speed, efficiency and current for unit at full load.
Pump/Motor Base Assembly The Base Assembly shall be made of Fabricated Steel and shall support the motor, coupling, and pump assembly and be customized to fit the existing concrete pedestal as shown on the Drawing. A drain line is provided for the removal of the excess water to a drain (See Drawing 222-D-05947).
Pump/Motor Coupling Assembly The pump to motor shaft coupling shall be flexible type equipped with OSHA coupling guard.
Sludge (Dry Pit Solids Handling) Pump Assembly The pump shall be of horizontally mounted design with flexible coupling to the drive motor.
The pump case shall be of close-grained cast iron, accurately machined and fitted to close dimensions.
The pump impleller shall be fully recessed for handling large, stringy, fibrous solids. Pump will pass any material entering pump suction.
Shaft seal shall be spring-loaded mechanical type.
Note: Bearings shall be lubricated with Shell Panolin Lithium Complex grease through Zerk-type grease fittings OR equivalent environmentally-acceptable (EAL) Lithium Complex lubricant.
Coatings The assemblies indicated shall be coated with a fusion bonded epoxy level 2 or equal (power coated with epoxy powder) with a dry film thickness of 10-12 mil. All surface preparation shall be in accordance with the coating manufacturer's recommendations.

PACKAGING AND SHIPPING REQUIREMENTS:
All items shipped must be packaged, labeled and shipped in appropriate containers to prevent damage during transit. However, each pump must also be “bundled” to keep everything together. Parts for each individual pump shall be labeled as PUMP #1, PUMP #2, PUMP #3 as appropriate.
CERTIFICATION OF COMPLIANCE & QUALITY CONTROL:
As specified above, the Contractor is to provide the total cost for three (3) Horizontal Sludge Pumps as specified above. Each pump must be factory tested before shipment. The Contractor shall provide documentation that each pump has been tested and met the specifications in this document. The test documentation must include the date of the test and reference to the individual that did the test (by initial, stamp, or other identification).
The Contractor shall supply a written guarantee that the purchased pumps are free from material and/or manufacturing defects and meet or exceed the requirements presented herein.
The Contractor shall furnish information about the parts in the kits. The pump must have a corresponding “cut sheet” that lists the manufacturer, type, style, etc. It must have a drawing with part numbers listed, so repair parts can be ordered later, if necessary. The manufacturer’s operation and maintenance information must be included. The same is true for the electric motor. The only exception to this requirement is for small, generic items that don’t normally have any specific maintenance requirements;
i.e., light bulbs, screws, push buttons, etc.
The Contractor shall furnish a drawing that shows how all the parts connect together (i.e., discharge piping, a wiring diagram). The wiring diagram must show where the main power comes in and how the pump is to be connected.
DELIVERABLES after Award
1. Written certification the pumps are operational, full functional, and ready for service, free from material and/or manufacturing defects. In addition, the pumps meet or exceed the specified requirements; 30 days after award.
2. Documentation of the pressure or flow test results; 30 days after award.
3. Documentation that each pump has been tested and meet the specifications in this specification; 30 days after award.
4. Parts kit OR Drawings on how all parts connect, along with wiring diagram; 30 days after award.
WARRANTY
Provide manufacturer's written warranty upon completion and acceptance of all work in this Section.
Warranty shall include defects in material and workmanship for a period of one (1) year from the date of shipment.

PROCESSING PLATFORM (IPP) (MAR 2023)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
'Payment request' means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Concurrent to submitting an invoice in IPP, the contractor may submit any supporting documentation to dricher@usbr.gov and bor-sha-Invoices@usbr.gov. Contractors are cautioned that supporting documentation e-mailed to the contracting officer and contract specialist must not conflict with the IPP submission. Conflicts between the IPP submission and supporting documentation may result in a delay in approval and/or rejection of submitted invoices.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.212-1 INSTRUCTIONS TO OFFERORS–COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES (SEP 2023)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition—

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)
(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition;
and-
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government’s control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude https://www.acquisition.gov/far/part-4#FAR_Subpart_4_10 amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(ii) If the General Services Administration, Department of Agriculture, or Department of Veterans Affairs issued this solicitation, a copy of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained from the address in paragraph (i)(1)(i) of this provision.
