About this file
This is an Amendment containing questions and answers for solicitation 140R1025Q0011 from the Bureau of Reclamation regarding CRPP Main Breakers. The Q&A addresses specifications for reconditioned circuit breakers, with the agency confirming they are seeking reconditioned rather than new breakers due to cost considerations.
Key details include that vendors can propose delivery times longer than 3 days but will be evaluated on both price and delivery. The two existing breakers (serial numbers 0343A5173-003-01 and 0372A5591-001-01) have been in service since March 2016 with 119 and 129 operations respectively. The replacement breakers must include UL labels, test reports, and rolling undercarriage with charging handle, but do not require cap switching, seismic features, fast bus transfer or dielectric enhancement. The vendor will receive ownership of and must pay shipping for the returned core breakers, which will be sent back in the same shipping crates used for the new deliveries. Images show orange-colored electrical breaker equipment mounted on rolling carts.

140R1025Q0011 – CRPP Main Breakers
Amendment 0002 – Questions and Answers
Question: Would new be an option which of course costs more or do you only want a reconditioned circuit breaker?
Answer: Reconditioned is what we are requesting due to the price it would cost for new.
Question: Would you be able to accept a bid that has longer than a 3 day lead time?
We would like to replace the vacuum bottle components and there is a lead time associated with those.
Answer: Yes, you can submit a quote with a ship date longer than three days. However, in accordance with the solicitation quotes will be evaluated based upon price and delivery.
Question: What is wrong with the breakers that are noted to be returned for credit? We generally do not offer refund for the core’s if the Vacuum bottles are bad for example the breakers would have no use to us.
Answer: One was Slow/fail to open and close. One hard time closing. Vacuum bottles on both breakers tested good and no issues were found during testing.
Question: Can you please request the equipment serial number and ask for confirmation of the serial number of the nameplate below?
Answer: The two SN# are:
0343A5173-003-01 and has had 119 operations since placed in service in March of 2016.
0372A5591-001-01 and has had 129 operations since placed in service in March of 2016.
Question: If you can ask the BOR to provide the information shown below we can put the quote together very quickly as soon as we have this confirmation. The questions below are yes/no answers on whether they are required or not. Could you please advise if the breaker in reference requires the specifications below? Unfortunately, serial number 0343A5173-003 is not in our records, and the second nameplate is not legible.
Cap switching:
Seismic:
UL Label Test Reports Fast Bus Transfer
Dielectric Enhancement Rolling Undercarriage or any other breaker special:
Answer: Cap switching: NO Seismic: NO UL Label YES Test Reports YES Fast Bus Transfer NO Dielectric Enhancement NO Rolling Undercarriage or any other breaker special: YES current breaker has a rolling undercarriage and charging handle. (see pictures attached.) New breaker should be like the one in photos attached
Question: I am in the process of putting together our bid for these two breakers, which we have available in stock to support BOR. We have two RFI, about the Core Exchange Credit.
RFI:
1. Is a core exchange required on this bid and is your intention/requirement that a vendor provide a monetary credit for the 2 BOR breakers pictured in the solicitation? These two breakers essentially then are shipped to the vendor by BOR (transfer of ownership to vendor)? I ask, because we could also provide a free test and inspection, provide a report for what work would be needed to repair and recondition these two breakers, as an alternative. This would result in these breakers being returned to BOR, to be used as needed on site.
2. If a core exchange credit is desired instead, how do you want us to annotate that in the pricing block?
For example, if the bid for a spare breaker is $xx,xxx, then the credit just below would be "- $x,xxxea"? Then a total provided at the bottom?

No, time does not allow for the current breakers to be repaired and returned, the vendor will pay for return shipping, and they would have ownership of the returned breakers to recondition and resell.

Core credit is what is being asked for, Then the price should be reduced by that amount. Core breakers will be sent back to vendor in the same shipping crates used to ship to us. Again, vendor is to pay for shipping on the core breakers also.
